HR 19 calls for a blanket moratorium on new public health and environmental regulations issued by the EPA for the next two years. This resolution seems largely directed at EPA’s move to address carbon dioxide emissions, but the resolution goes much further than that. Specifically, HR 19 calls for Congress to “impose a moratorium on the promulgation of any new air quality, water use, and waste management regulations by the EPA for a period of two years, except those necessary to directly address an imminent health or environmental emergency when subject to court order.” In other words, they don’t want the EPA to issue any new regulations even when there is an imminent health or environmental emergency, unless there is a court order...
The "blanket moratorium on new public health and environmental regulations issued by the EPA" will prevent the August 2010 EPA stricter risk assessment for 1,4-dioxane from going into effect... directly affecting the Pall/Gelman 1,4-Dioxane Contamination Site and allowing more risk to area water supplies.
