All sessions will have five presented papers. Other papers will be distributed immediately after the session. A complete listing of paper titles will be published in the program book. Summaries will be available at the conference.

 

 

                                                                                            NEW STATUTES

 

Due to new ISA policies, the RC28 has to adopt statutes before the Bielefeld World Congress. The following proposal has been adapted from statutes of other research committees. The main point of interest is the stipulation that one can only be a RC28 member if one is also a member in good standing of the ISA itself. This is a new ISA policy.

 

The new statutes will formally be adopted by the Business Meeting Assembly in Bielefeld. Meanwhile, we will adopt them informally as if they are valid. This implies, that in case you want to propose changes to the statutes, you will have to propose them to the Secretary of the RC28 in writing with the support of at least five members of the RC28 in good standing.

 

Statutes of the Research Committee on Social Stratification and Social Mobility of the International Sociological Association (proposal)

 

General objective

 

1.Research Committee 28 on Social Stratification and Social Mobility (hereafter RC28) has been established in accordance with article 4. of the statutes of the International Sociological Association (hereafter ISA). Its general objectives are to promote high quality research on social stratification and social mobility and the international exchange of scientific information in this field.

 

Activities

 

2.To bring these objectives to realization, RC28 will carry out the following activities:

a) organize sessions at the ISA's World Congresses of Sociology;

b) publish a Newsletter, mailed to all members in good standing, to keep them informed of ongoing and planned activities;

c) organize and sponsor additional international meetings, where stratification researchers come together to exchange information and collaborate;

d) any other activities that promote the objectives of the RC28.

 

Membership

 

3.Any social scientist can be a member of the RC28, provided:

a) s/he is a member in good standing of the ISA,

b) s/he has paid the applicable membership fee,

c) s/he has been accepted as a member by the RC Board, which acceptance will not be unreasonably withheld.

 

4.RC28 members have the right:

a) to vote in board elections,

b) to propose themselves or others for board membership,

c) to participate and vote in business meetings of the RC28,

d) to participate in all other activities of the RC28,

e) to receive the RC28 Newsletter.

 

Board

 

5.The Board shall consist of a minimum of 5 and a maximum of 9 members, who will designate a President and a Secretary-Treasurer among themselves. The board shall contain no more than three members from the same country, and an effort shall be made to ensure a fair regional, national, and gender representation.

 

6.The duties of the Board are:

a)to organize the activities of the RC28;

b)to represent the RC28 in the ISA and elsewhere;

c)to manage the funds of the RC28.

 

7.Board meetings must be called by at least two members of the Board, at least one month before the meeting. A Board meeting can only take valid decisions if two-thirds of the Board members are present, or if an immediately preceeding Board meeting has been called without reaching this quorum. Board decisions can also be taken by mail ballot among the Board members. The Board takes its decisions by simple majority.

 

8.a)Elections to the board will be held every four years, by mail ballot within the six months preceding the ISA World Congresses. No member of the board can serve more than two contiguous terms, unless s/he serves extra terms as President or Secretary-Treasurer.

d)Before the elections, the outgoing Board designates an Election Committee consisting of at least two members in good standing, who are not candidates in the election. The Election Committee oversees the correct application of the procedures of election.

c)Candidates for board membership can be any RC28 member in good standing, provided that the candidacy is supported in writing by at least five members in good standing.

d)Only RC28 members in good standing have the right to vote.

 

Business meeting assembly

 

9.A Business Meeting Assembly is held at least every four years, preferably at the ISA World Congress. The meeting is chaired by the President of the RC28. Votes can only be cast by RC28 members in good standing who are present at the meeting. The duties of the Assembly are:

a.to evaluate and approve the four year report;

b.to discharge the outgoing Board of its responsibilities, including the financial statement;

c.to inaugurate the incoming Board;

d.to discuss and carry motions on any other point that may arise.

Decisions in a Business Meeting Assembly are taken by simple majority.

 

Funds

 

10.a)The RC will administer its own funds. Decisions regarding expenditures are made by the Board, or by the Secretary-Treasurer on its behalf, with the approval of the Board.

b)A statement of financial affairs will be published in the Newsletter every four years. The outgoing Board must be discharged of its financial responsibilities by the Business Meeting Assembly.

 

11.The funds of the RC28 consists of:

a)membership fees from individual members;

b) subscriptions to the Newsletter;

c)revenues from conferences and other activities;

d)ISA subventions;

e)donations, grants and other means.

 

12.a)The membership fees are:

US $ 40regular four-year membership

US $ 10reduced four-year membership, for members from low-income countries, students and members in special needs.

b)The conference fees are set by decision of the Board.

 

 

Final regulation

 

13.a)Changes in and amendments to these statutes must be proposed in writing by at least five RC28 members in good standing, and must be approved by two-thirds of the votes in a mail ballot or Business Meeting Assembly.

b)These statutes were adopted by mail ballot in 1994, and take effect as of the the Summer of 1994.

If no other candidate is proposed, no formal election will be held. If other candidates arise, a mail ballot will be held before July 15, under the responsibility of the outgoing board members Michael Hout and Tamas Kolosi, who will constitute the Election Committee.                                                                   FOUR YEAR REPORT, RC28, 1990-1994

 

Board

During the period between 1990 (Madrid World Congress) and 1994 (Bielefeld World Congress) the RC28 was governed by a board of nine: Mariah Evans (Canberra), Harry Ganzeboom (Utrecht, Secretary/Treasurer), Michael Hout (Berkeley), Jan Jonsson (Stockholm), Tamas Kolosi (Budapest), Petr Mateju (Prague), Bam Dev Sharda (Salt Lake City), Yossi Shavit (Haifa), Donald Treiman (Los Angeles, President), who were elected to office in a mail ballot before the Madrid conference. There were no changes in board membership during this period. The board met in formal meetings in Madrid, Prague and Trento. Informal meetings were held in Trondheim and Canberra, and when necessary all board members were consulted by email and/or fax.


Newsletter

A Newsletter was published in October 1990, February 1991, November 1992, May 1993 and May 1994. Among other things the Newsletters have reported on the conferences of the RC28 by publishing abstracts of the papers presented.

Membership

 

After the 1990 Madrid conference, the RC28 mailing list had 361 entries, paid and non-paid members. In 1992, after several warnings, the mailing list was cleaned. We now have 265 paid members, and another 171 unpaid members, who have expressed interest to join since 1992, however without making payments. The total body of membership (paid + unpaid) is located in: USA (129), Netherlands (37), Germany (24), England (23), Spain (21), Canada (16), Israel (16), Sweden (12), India (12), Norway (11), Japan (10), Italy (10), Australia (10), and another 35 countries with less than 10 members each.

The fee for membership for the 1994‑1998 period will be:

$10reduced membership, for members from low income countries, students and others in special need.

Members from low income countries and members in special need may also request total exemption by writing to the Treasurer.

 

Important: As of the Bielefeld World Congress, the ISA will collect the RC membership dues directly with the ISA membership fee. Details about payment will be published in this Newsletter, as the information becomes available from the ISA.

 

Alternatively (if you do not want to become individual ISA member), you can subscribe to the Newsletter of RC28 [for $40; or $10 for students, those from low income countries, and others in special need] by making a payment directly to the Treasurer, by one of the following ways:

                                                 BIELEFELD ISA WORLD CONGRESS, JULY 18-23 1994

 

RC28 met at the Bielefeld World Congress of Sociology in 15 regular sessions and one business session. A total of 73 papers was presented, and the sessions were generally well attended. The business meeting amended and approved the new statutes (see below), approved the 1990-1994 report (see May 1994 Newsletter) and confirmed the new board, elected by mail ballot before the congress (see below). The services of outgoing board members (Michael Hout, Tamas Kolosi, Petr Mateju and Bam Dev Sharda) were gratefully acknowledged by the business meeting. A modified policy with respect to RC28 Travel Awards was adopted (see below). Considerable discontent was shown with the new membership rates of ISA, as well as with ISA's financial policies. The business meeting decided not to require RC28 members to become individual ISA members, and to issue a formal address to the ISA executive board asking to disclose its financial situation and to protest the outrageous prices of both the individual ISA membership and the World Congress fee. The RC28 Board discussed the desireability to leave ISA altogether, but decided against it, as the World Congress remains an important venue for the RC28 to make itself known to non-members.

IMPORTANT: As of the July 1994 Bielefeld World Congress, the ISA will collect RC membership dues directly with (i.e. on top of) its $ 200 individual ISA membership fee (see enclosed message from ISA). The individual ISA membership reduces the fee for the upcoming 1998 World Congress; individual ISA members also receive the semi-annual ISA Bulletin.

 

Alternatively (i.e. if you do not want to become an individual ISA member), you can become a member of RC28 by making a payment directly to the Treasurer of ISA-RC28, by one of the following ways:

                                                                     ZÜRICH MEETING, MAY 25‑27, 1995

 

The Spring 1995 Meeting of RC28 will be held on May 25‑27 at the University of Zürich, Zürich, Switzerland. The conference is being organized jointly by Volker Bornschier (University of Zurich) and Marlis Buchmann (University of Zürich and Swiss Federal Institute of Technology). The general conference theme is:

SCHEDULE: Participants should send their paper proposal (including session preference and a detailed abstract) and registration form to Conference Administration at the above address by FEBRUARY 1, 1995. 60 paper copies of your contribution should be brought to the conference, as there are only limited facilities for xeroxing available at the conference and a charge will be made.

 

CONFERENCE FEE: Registration and payment of the fee of $50 ($90 for non paid RC28 members) will commence on Wednesday, May 24th at 4 p.m. This fee will be waived for students and members from soft‑currency countries. Included in the fee is a welcome reception on Wednesday, May 24 at 7 p.m., as well as a boat trip on the Lake of Zurich (including drinks and buffet) on Friday evening, May 26. Please mark on the registration form, whether you will be able to attend the latter.

 

ADDITIONAL TRAVEL SUPPORT: The Swiss organizers have found financial support from the Swiss National Fund for some participants from soft-currency countries. A formal request needs to be send before February 1st to the organizers, including full name, nationality, address, affiliation, title of the presentation and an itemized travel budget, including ticket prices.

 

ACCOMODATION: Hotel prices in Zürich are high ($70 student singles, $140 double rooms), but all hotels selected are located in the vicinity and within walking distance of the University. Hotel reservations can be made via the registration form up to February 1, 1995. After that date, changes and bookings must be made by the participants themselves (hotel list available).

 

SITE INFORMATION: Zürich lies at the northern end of the Lake of Zürich and, with a population of some 460,000 (including suburbs almost one million) is the largest city in Switzerland, as well as its economic centre. Situated in Zürich are two universities, the University of Zürich and the Swiss Federal Institute of Technology, with a total of some 30,000 students. Switzerland being only about 220 miles wide from west to east and 140 miles from north to south, Zürich is also an excellent base for seeing the country. In a good hour, one can visit Luzern or Bern (the capital), after a little more than two hours one is midst in the Alps, and in the French‑ or Italian‑speaking parts of the country.

 

TRANSPORTATION: From the airport there are direct trains to the Hauptbahnhof (Main Station) and it is then only a 10‑minute walk to the University. Taxis are expensive, but your hotel is likely to be only a short distance away from the Station. Trams are a cheaper possibility; tickets may be purchased from machines at all stops, where system maps are on display.

 

 

                                                           BURLINGTON MEETING, AUGUST 16-17, 1995

 

The Summer 1995 meeting of RC28 is being organized by Daniel Krymkowski of the University of Vermont, Burlington, Vermont, USA. Its general theme will be:

 

                                                         SOCIAL STRATIFICATION AND SOCIAL MOBILITY

 

The meetings will include many of the sessions RC28 members have become accustomed to, plus a few special sessions. Special topic sessions include:

*Network Approaches to the Study of Social Stratification and Mobility;

*Classification Problems and the Study of Social Stratification and Mobility;

*New Theories of Social Stratification and Mobility;

*Aging and the Process of Social Stratification.

 

The conference will take place at the Radisson Hotel in picturesque Burlington, Vermont on August 16 & 17, 1995, with arrival on August 15 and departure on August 18. This meeting is immediately contiguous to the ASA meetings of August 19-23 in Washington DC. Participants are advised to stay at the Radisson Hotel, which is located in Burlington's attractive downtown, and where a special rate of $82 per room per night has been arranged. Less expensive accommodation will also be available ($59 per night single, $65 double), but this option is discouraged. The registration fee for the conference will be about $40 (including the conference dinner). Participants are asked to either send papers in advance to be xeroxed or bring an extra 40 copies of their papers with them to the meeting, as the hotel will photocopy papers on request for 10 cents per page with a turnaround time of 1 hour.

 

Burlington is easy to reach by air from a number of major U.S. cities. There are direct jet flights from Chicago O'Hare (on UNITED), and from Philadelphia and Pittsburgh (on USAIR). Commuter flights are available from Boston Logan (on DELTA and USAIR), Newark (on CONTINENTAL), New York LaGuardia (on DELTA and USAIR), and Washington Dulles (on UNITED). In addition, Burlington is about a 2‑hour drive from Montreal and its major airports, an AMTRAK train called the "Montrealer" passes through the nearby town of Essex Junction, and there is a Greyhound bus connection.

 

The organizer would appreciate knowing as soon as possible whether you are tentatively planning to attend the meeting, what the general subject matter of your paper might be, and whether you are interested in organizing a special topic sesssion. Formal paper proposals and the registration form should reach him no later than APRIL 1 1995.

                                                                                   RC28 TRAVEL AWARDS

 

The RC28 Travel Awards Fund gives support to members in need of travel funds to come to RC28 meetings. The following categories qualify for such support: (A) members from low income countries, (B) (graduate) students, (C) RC28 members in special need. The travel awards are given in recognition of good scholarship in the field of stratification and the applicants should have a paper accepted by the conference organizer at the conference that they want to participate in and present this paper at this conference. As a rule, awards will not exceed US $ 500 and are given only once in a four-year period to the same person. Applications should be send at the earliest possible date to the conference organizer and the Secretary-Treasurer of the RC28, and include (A) the paper to be presented, (B) an itemized budget, (C) letters of recommendation. The names of the recipients of the Travel Awards will be published in this Newsletter.

 

 

                                                                                            NEW STATUTES

 

The Bielefeld Business meeting of RC28 accepted the following as the new statutes of the Research Committee.

 

STATUTES OF THE RESEARCH COMMITTEE ON SOCIAL STRATIFICATION AND SOCIAL MOBILITY OF THE INTERNATIONAL SOCIOLOGICAL ASSOCIATION

 

GENERAL OBJECTIVE

 

1.Research Committee 28 on Social Stratification and Social Mobility (hereafter RC28) has been established in accordance with article 4. of the statutes of the International Sociological Association (hereafter ISA). Its general objectives are to promote high quality research on social stratification and social mobility, and the international exchange of scientific information in this field.

 

ACTIVITIES

 

2.To bring these objectives to realization, RC28 will carry out the following activities:

a. organize sessions at the ISA's World Congresses of Sociology;

b.publish a Newsletter, mailed to all members in good standing, to keep them informed of ongoing and planned activities;

c.organize and sponsor additional international meetings, where stratification researchers come together to exchange information and collaborate;

d.any other activities that promote the objectives of the RC28.

 

MEMBERSHIP

 

3.Any social scientist can be a member of the RC28, provided:

a.s/he has paid the applicable RC28 membership fee;

b.s/he has been accepted as a member by the RC Board, which acceptance will not be unreasonably withheld.

 

4.RC28 members have the rights:

a.to vote for Board elections;

b.to propose themselves or others for Board membership;

c.to participate and vote in business meetings of the RC28;

d.to participate in all other activities of the RC28;

e.to receive the RC28 Newsletter.

 

BOARD

 

5.a.The Board shall consist of a minimum of 5 and a maximum of 9 members, who will designate a President and a Secretary-Treasurer among themselves.

b.No member of the Board can serve more than two consecutive terms, unless s/he serves extra terms as President or Secretary-Treasurer.

c.The Board shall contain no more than three members from the same country. An effort shall be made to ensure a fair regional, national and gender representation, and also that each Board consists of some continuing and some new members. Board members should be nominated, above all, in recognition of their activity in RC28 and their contributions to stratification scholarship.

 

6.The duties of the Board are:

a.to organize the activities of the RC28;

b.to represent the RC28 in the ISA and elsewhere;

c.to manage the funds of the RC28.

 

7.Board meetings must be called by at least two members of the Board, at least one month before the meeting. A Board meeting can only take valid decisions if 2/3 of the Board members are present, or if an immediately preceeding Board meeting has been called without reaching this quorum. Board decisions can also be taken by mail ballot among the Board members. The Board takes its decisions by simple majority.

 

8.Elections to the Board will be held every four years, within the six months prior to each ISA World Congress. Terms begin and end at each World Congress.

a.Before each election, the outgoing Board designates an Election Committee consisting of at least two members in good standing, who are not candidates for election.

b.The duties of the Election Committee are to receive nominations of candidates and to oversee the election.

c.Candidates for the Board may be any RC28 member in good standing, provided the candidacy is supported in writing by at least five members in good standing.

d.Only RC28 members in good standing have the right to vote.

e.Elections are conducted by mail ballot. Elections will be conducted even if the number of candidates does not exceed the number of positions to be filled. An opportunity for write-in candidates will be provided.

 

BUSINESS MEETING ASSEMBLY

 

9.A Business Meeting Assembly is held at least every four years, preferably at the World Congress. The meeting is chaired by the President of the RC28. Votes can only be cast by RC28 members in good standing who are present at the meeting. The duties of the Assembly are:

a.to evaluate and approve the four year report;

b.to discharge the outgoing Board of its responsibilities, including the financial statement;

c.to confirm the incoming Board;

d.to discuss and carry motions on any other point that may arise.

Decisions in a Business Meeting Assembly are taken by simple majority.

 

FUNDS

 

10.a.The RC will administer its own funds. Expenses are made by the Board, or by the Secretary-Treasurer on its behalf, pending authorization by the Board.

b.A statement of financial affairs will be published in the Newsletter every four years. The outgoing Board needs to be discharged from its financial responsibilities by the Business Meeting Assembly.

 

11.The funds of the RC28 consists of:

a.membership fees from individual members;

b.subscriptions to the Newsletter;

c.revenues from conferences and other activities;

d.ISA subventions;

e.donations, grants and other means.

 

12.a.The membership fees are:

US $ 40 regular four-year membership;

US $ 10reduced four-year membership, for members from low-income countries, students and members in special needs.

b.The conference fees are set by decision of the Board.

 

 

FINAL REGULATION

 

13.a.These statutes were adopted and last amended at the Business Meeting Assembly at ISA World Congress in Bielefeld, Germany, July 20th 1994.

b.Changes in and amendments to these statutes must be proposed in writing by at least five RC28 members in good standing, and must be approved by two-thirds of the votes in a mail ballot or Business Meeting Assembly.
