ToRs of Finance and Planning Committee – PIDE

For smooth functioning and to achieve Research and Teaching goals of PIDE there shall be a Finance and Planning Committee (FPC) of PIDE. Its formation duties etc. shall be as

Formation:

1. The Vice Chancellor. PIDE or Its nominated officer of PIDE not below Grade-21 shall be the Chairman of Finance Planning Committee.

2. The Treasurer shall be the ex-officio member and Secretary of the Committee.

3. The Vice Chancellor shall have the powers to nominate any number of members amongst PIDE officers to act as members of Finance Planning Committee.

4. In case of Chairman other than the Vice Chancellor, the Chairman shall be nominated for a term of three years.

5. The Advisor Finance HEC, Islamabad ex-officer member.

6. The Chief Finance and Accounts Officer Ministry of Planning & Reforms ex-officer member.

7. The term of nomination members shall also be a period of 3 years.

Functions:

a) The Finance Planning Committee (FPC) shall consider, and recommend the Budgets Estimates. Revised Budget Estimates and Actual Expenditure Report of PIDE for consideration and recommendations of Syndicate and approval the PIDE Senate.

b) The FPC shall consider and recommend the implementation of Govt. revised pay Scales, Special Adhoc increases granted form time to time to the Federal Government employees or pensioners of Federal Government also applicable to the PIDE employees as well as pensioners.

c) The FPC shall consider and recommended the implementation of any monetary policy introduced specifically for PIDE employees or pensioners.

d) The FPC shall consider the quarterly expenditures reports and shall propose appropriate course of action for the management to control the pace of expenditures.

e) The FPC shall consider the cases involving financial implementation including creation of new posts etc.

f) The FPC shall consider and recommend the investments of PIDE funds.

g) The FPC shall consider Development Scheme Projects. Availability of a necessary funds appropriate utilization of funds and necessary progress thereof on semi-annual basis.

h) The FPC shall consider the cases involving financial implication referred by the management.

i) The FPC shall also consider and propose suitable measures to increase PIDE on resources for long sustainability.

Meetings:

1. The FPC shall ordinarily meet once in a quarter to consider the business of PIDE.

2. The meeting of FPC should be called at any time in case of urgent nature of business by the Chairman.

3. The Chairman shall preside over all the meetings of the committee. However in case of absence he/she shall nominate a member of FPC to act as Chairman in his absence.

4. The quorum of the committee shall be one half of the total members. A fraction being counted as one.

Minutes of the Meeting:

The Secretary of the committee shall maintain the record of proceedings of the meeting of the committee and draft minutes shall be vetted by the member as well as Chairman before submission to the Vice Chancellor for approval.
