Warwick and New Kent County records were burned during the Civil War forcing descendants to piece fragments of surviving information together to find their lineage.
Without deed and probate records it is near impossible to determine who bought, sold, gift deeded or inherited land. However, Hugh's Will proves his son William and his grandson Robert.
Robert's Warwick County, Virginia Court cases prove he is the son of William who was the son of Hugh.
Hugh was born about 1577 according to his 1649 Will. If you space 21 years between Hugh, William and Robert you arrive at about 1640 for the oldest child of Robert to be born.
Many have claimed that Richard Bullock Sr in the 1689 Land processioning records of St Peter's Parish in New Kent County is Robert's son.
After examining surviving records, he is a perfect fit based on the fact that his 1668 Skimino Creek land was a mere 16 miles from Black Swamp (based on todays roads) where we know William Bullock had owned land.
Richard Sr's son Richard Jr was also a land owner in 1689 in the above mentioned land processioning records, so both of them were legally required to be at least age 21.
Son Edward apparently was not of age and did not own land until he appeared on the 1704 Quit Rent Roll with Richard Jr. each of them owning 450 acres, which suggests they inherited it. Worth noting is the fact that Richard Sr had a grown son and one almost grown in 1689.

1657 - May 1, William Stephens Land Grant, 570 acres, 100 acre part - north side of the Black Swamp, York path and the ponds, 150 acre other part - upon the ponds over against Captain Brown's land, and 320 acres being the residue being on the north east side of Black Swamp in the County of Warwick, Humphrey Gibbs, bushy ponds, northerly by York, Col Ludlow's tree, 250 acres of the said lands being formerly granted by patent unto William Bullock and by Mr John Walker the assignee of the said William Bullock ... (Library of Virginia)
NOTE: Shortly before his death William Stephens had made application for a land- patent, for 570 additional acres in Warwick, which was eventually granted, 1 May 1657, to his only son, another William Stephens — “as son & heire to William Stephens, Cooper, deceased.” This tract, although in Warwick, does not seem to have adjoined the lands previously owned by the elder William Stephens, which latter, as has been said, faced on Blunt Point river, now Warwick river. The land patented in 1657 is described as being in three tracts: two of these tracts being due by purchase from John Walker, assignee of William Bullock; of these one “begining on the north side of Black Swamp, and so between York path and the pond till one hundred Acres be measured”, and the other, consisting of 150 acres, “lying upon the pond against Captain Brown’s land.” The remaining 320 acres, first patented 18 November 1656, were “on the north side of Black Swamp, bordering land formerly Mr Bullocks, the bounds running southerly 125 poles, west of Humphrey Gibbs’ land, to the Bushy ponds, by York path, and touching Colonel Ludlow’s line.” William Stephens had married c. 1650 Margaret Vaulx, by whom he had two children; and shortly after his death his widow married Daniel Wild of York county. Thus, at an Orphans Court held in York, 10 September 1658, “Uppon ye motine of Daniel Wyld, Guardyan of William Stephens, sonne & heyre of William Stephens, late of Worwicke County, Dece’d, (whose Relict the said Wild marryed), that may be accomptable to ye said orphan when hee comes of age….” But the following year, at an Orphans Court held 10 September 1659, Thomas Ballard of James City, one of the executors of William Stephens’ will, produced that document in court, to be entered among the York records, “to show the cattle & negroes were given to said heyre”, and Wild was ordered to render his accounts to the court yearly. 1668 - April 8, Richard Bullock Land Grant, New Kent County, Virginia, 100 acres on the south side of the York River, beginning at the head of a branch called Muschimino, (Skimino) for importing 2 persons. (Library of Virginia) NOTE: SKIMINO CREEK is currently between JAMES CITY and YORK COUNTIES, which are both adjacent to WARWICK. SKIMINO CREEK is 7.8 miles from Williamsburg, which is 8.7 miles from Black Swamp, where William Bullock patented land according to Wm Stephens 1657 land grant. Richard's land grant was 16.5 miles from where William Bullock patented land. See map images below.

1689 - Richard Bullock SR and Richard Bullock JR processioned their land. New Kent County, Virginia. 1704 - Other Bullocks on the Virginia Quit Rent Rolls: Mary 100 acres Surrey, Thomas 100 acres Isle of Wight, George 300 acres Princess Anne, John 200 acres King and Queen, George 100 acres Northampton. NOTE that Richard and Edward had more land than anyone on the entire Virginia Quit Rent Roll and that they owned equal amounts, 450 acres, which suggests inheritance and siblingship.

Today Skimino Creek is between York and James City Counties. Richard Bullard's 1668 land grant was on Mu"schimino", 26.6 miles from Mulberry Island. It is not known exactly where the 5,500 acres was located in Warwick County, so Richard's 1668 land grant may have been closer to Robert's 1772 5,500 acres. Warwick is a burned county, so we are left to speculate on land and probate records which no longer exist. Image below: (26.6 mi) via I-64 W (google maps)
William Bullock patented 250 acres north east side of the Black Swamp which can be seen on the map above. The Black Swamp is 8.7 miles from Williamsburg, which is 7.8 miles to Skimino Creek where Richard Bullock patented land in 1668.
