The Character and Citizenship Education (CCE) curriculum at Hwa Chong Institution aims to shape students into confident, compassionate, and future-ready leaders.
Anchored in the three big ideas of Identity, Relationships, and Choices, the CCE curriculum focuses on cultivating a strong sense of purpose, strengthening essential social-emotional competencies, and equipping students with the resilience to navigate complexities in an ever-changing world.
The CCE Curriculum's six critical content areas - Mental Health, Education and Career Guidance, Family Education, Sexuality Education, National Education and Cyberwellness - are effectively delivered through engaging mass sessions featuring expert speakers as well as weekly civics tutorial sessions. In these sessions, current issues of personal, institutional and national significance are used to provide an authentic context for students to engage in deep, critical discourse. To promote student voice and agency, student leaders are invited to co-create selected lesson packages for the cohort in consultation with the CCE team. CCE goals are also met via service learning, outdoor education and other signature school activities. This comprehensive programme presents rich opportunities for students to be equipped with the knowledge, values, skills and dispositions to lead themselves and others, and also contribute effectively to society - a hallmark of the HCI approach.

The National Education (NE) programme seeks to foster national cohesion, nurture a strong sense of belonging to Singapore, and instill confidence in the nation’s future. It aims to cultivate in students the instinct for survival as a nation, while developing inclusive individuals who are aware of global issues, emotionally rooted in Singapore, and capable of leading, contributing, and serving on the global stage.
Students can engage in a variety of meaningful programmes, including:
Core Commemorative Events: Annual celebrations of Total Defence Day, International Friendship Day, Racial Harmony Day, and National Day, planned and organised by the college’s Students' National Education Council (SNEC).
Dialogues with Political Office Holders and Ambassadors: Opportunities to interact with ministers and ambassadors, enhancing students’ understanding of policy rationales, national challenges, and the considerations involved in safeguarding Singapore’s interests.
Learning Journeys: Visits to heritage sites, mature housing estates, Parliament sessions, military camps, and more, deepening students’ appreciation of Singapore’s history, governance, and societal dynamics.
Our Hwa Chong Conversations (OHCC): Optional sessions where students can engage in dialogue on contemporary issues, promoting critical thinking and meaningful discussions.

Students who are keen to be involved in the planning of school-wide NE events can apply to join the SNEC. Applications open in late Term 1.

Interested students will be able to participate in the following:
Service Learning (SL) workshops;
Interactive sessions with partners, e.g. elderly at Care Corner Seniors Activity Centres Toa Payoh, Pertapis, etc.
Students are strongly encouraged to plan and organize their own local VIA projects to hone their leadership skills and contribute to the community in a meaningful way.
These are called Service-Learning projects, which are designed based on the needs of the beneficiaries. For monitoring purposes, all Service-Learning project proposals are to be submitted on the Intelligent School Portal (ISP) at least 2 - 4 weeks prior to execution of the project. Approvals are granted for proposals that meet the stipulated guidelines by the VIA Unit.

In order to start a SL Project, students need to attend a SL workshop conducted by the VIA Council. Students work closely with their Service-Learning Teacher Mentor or an assigned VIA Councillor, who facilitates their learning journey.
Students who are keen are encouraged to join the VIA Council and be involved in policy making and planning of school-wide VIA events. Application starts in late Term 1.
