Work with your PEIMS so they can inform you when a new foster student enrolls.
Counselor will add the student and their information to the shared Foster Care Master
The spreadsheet sends me a notification. I will contact food service to let them know the student is eligible for free lunch.
If a student enrolls mid-year, you must:
Code the student in Skyward
Add them to the at-risk list
Add them to the shared Foster master.
If a student is coded Foster Care in PEIMS at any time during the year, they keep that status for the remainder of the school year.
Schools may accept any official Texas Department of Family and Protective Services form, listed below, that designate that a student is in Texas DFPS Managing Conservatorship. A school may also accept a copy of the court order for this purpose.

· Foster Care/Residential Care - 2085 FC
· Kinship or Other Non-Foster Caregiver - 2085 KO
· Verified Kinship Foster Caregiver - 2085 KF
· Legal Risk - 2085 LR
· Home and Community-based Services (HCS) - 2085 HCS
· Supervised Independent Living - 2085 SIL
· Designation of Education Decision-Maker - 2085 E3
Forms do not include letters or memos on DFPS letterhead (unless for the purposes of pre-k verification 2) or other documentation from contracted Child Placing Agencies stating that a student is in DFPS Managing Conservatorship.}
PMC Permanent Managing Conservator(ship): refers to the status of a child who has been placed in the permanent conservatorship of DFPS until the child is adopted, ages out of the DFPS system at age 18, or of whom legal custody is given to an individual other than the parent. It is also referred to as long-term foster care. Student is foster:
Kinship Caregiver
1. Student was assigned a kinship caregiver and enrolled with a 2085 form in 2011.
2. Student is still with kinship caregiver, but CPS has closed the case.
Do we verify for foster care each year?
The form used to verify for Foster Care is the 2085 or a court order. 2085s are not issued annually. So, you may have the same 2085 for several years. Once you have supporting documentation that negates the 2085 (adoption forms or court orders reassigning guardianship) then we can remove them from PEIMS.
An adopted child would only be considered foster in PEIMS for one of the following reasons:
1. The student was in the conservatorship at one point earlier in the same academic year. We do not change the status mid-year, therefore an adopted student could be coded as FC if they were in Foster Care earlier that academic year.
2. The student was previously in the conservatorship of the Texas Department of Family and Protective Services, and is now 3 or 4 years old. Previous foster care is an automatic qualifier for Pre-K. Students in this category are annually sent a verification letter from TXDFPS for enrollment verification purposes. Students in this category would receive a PEIMS code of 2. I have attached two documents. The first is the PEIMS data standards for this year. The foster care information is on page 169. The second is PEIMS supplemental guidance from TEA. The second paragraph of the footnotes on the first page contain information pertaining to letters sent to eligible Pre-K aged students.
