Q: Does SB 12 mean I cannot meet with a student at all (even briefly) without parent consent?

• Yes — if it is considered a counseling service, you need written parent consent first.
  If it’s a quick, non-counseling check-in (e.g., schedule issue), that is fine.
  If a student makes a comment that requires immediate intervention (suicidal ideation, threat), you can see them right away for safety assessment, but follow up with obtaining consent for ongoing services.

Q: What if two parents have custody and one says “yes” and one says “no”?

• The “no” overrides the “yes” — do not proceed with services unless both agree.
