The City of Big Lake operates as a Type "A" General Law City. The City is governed by a Mayor and five City Councilmembers who are elected by the people of Big Lake. The Mayor and City Council, acting together, are the Governing Body of the City. The Mayor and all City Councilmembers server two year terms. All Councilmembers serve as "at-large positions" and elections are held in early May of every calendar year. The City Council, being the elected representatives of the people, adopts all ordinances and resolutions and determines the general goals and policies.

David Melms was elected as Mayor to fill the remaining one year term of previous Mayor Phil Pool and was re-elected as Mayor in May 2024. David has previously served as a councilmember for 5 years. Mayor Melms is a very active member of the community. You may see him at various athletic events, either as a fan or as an official.

Cindy O'Bryan
Term: 2025 - 2027
Cindy is currently serving her fifth term as a councilmember and is the current Mayor Pro-Tem. She has previously served as a councilmember from 2005 until 2007 and also served as Mayor from 2008 until 2012. As a councilmember, Cindy enjoys serving the citizens of Big Lake as an "elected official, not as a politician".

Michelle Galvan
Term: 2025 - 2027
Michelle is serving her first term as a councilmember. Having grown up in Big Lake, she has always had an interest in local government and embraced the opportunity to become better informed of the operations of city government. Michelle wants to ensure the forward growth and movement of the City and looks forward to serving the citizens of Big Lake.

Kris Goff
Term: 2025-2027
Kris Goff is serving her first term as a councilmember. As a Sam Houston State University Alumni, the school's motto
"The measure of a life is its service", still resonates with Kris and inspires her to live by the words. Through her professional career, she has worked with municipalities and private corporations and prides herself as being a "problem solver". Kris has one son and wants to help ensure a positive future for the youth of our community and a strong future for the City of Big Lake.

Charlie Walker
Term: 2025-2027
Charlie Walker has previously served a total of 15 years as a councilmember. His most recent term began in May 2023. Charlie is a long-time resident of Big Lake and was recognized as the "Pioneer of the Year" in 2023 by the Big Lake Chamber of Commerce.

Joseph Haynes
Term: 2024 -2026
Joseph Haynes was elected to serve on the Big Lake City Council in May 2024. Joseph is a 2009 graduate of Reagan County High School. As a councilmember, Joseph hopes to put measures in place to ensure that we have a strong City government for the future.
How do I formally get on the Agenda for a council meeting?
The deadline to be placed on the Agenda is 12:00 p.m. (noon) on the Thursday proceeding the meeting. You may contact the City Administrator, Sheri Benson, at cityofbiglake@wcc.net, or call Sheri at 325-884-2511.
Where and When are City Council meetings held?
City Council meetings are usually held at 6:15 p.m. on the first and third Tuesday of the month at City Hall, 203 N. Plaza, Big Lake, Texas. Please check our calendar for dates and times. There are occasions when a Special Meeting will be called to address issues prior to a regularly scheduled council meeting.
Do I have the opportunity to address the Council without being on the Agenda (Citizen Comments)?
Yes, citizens may address the Council during Citizen Comments for anything which is not on the Agenda. Discussion is limited to a 3 minute time period and the Council cannot take any immediate action on the topic until it is formally placed as an Agenda item. The public is allowed to participate in the "discussion" period of any agenda item.
