City Government

The City of Big Lake operates as a Type "A" General Law City.  The City is governed by a Mayor and five City Councilmembers who are elected by the people of Big Lake.  The Mayor and City Council, acting together, are the Governing Body of the City.  The Mayor and all City Councilmembers server two year terms.  All Councilmembers serve as "at-large positions" and elections are held in early May of every calendar year. The City Council, being the elected representatives of the people, adopts all ordinances and resolutions and determines the general goals and policies.

Term:  2024 - 2026

David Melms was elected as Mayor to fill the remaining one year term of previous Mayor Phil Pool and was re-elected as Mayor in May 2024. David has previously served as a councilmember for 5 years.

Cindy O'Bryan 

Term: 2024 - 2026

Cindy is currently serving her fourth term as a councilmember.  She has previously served as a councilmember from 2005 until 2007 and also served as Mayor from 2008 until 2012. As a councilmember, Cindy enjoys serving the citizens of Big Lake as an "elected official, not as a politician".

Lissa Cammack 

Term: 2023 - 2025

Lissa is currently serving her third term as a councilmember.  Lissa is actively serving as an appointed city official on the Big Lake Economic Development Corporation Board of Directors.  She also served the citizens of Reagan County and Big Lake as a volunteer EMT/Firefighter from 2004 until 2011 and was a full-time EMT/Firefighter with the Reagan County Fire and EMS from 2011 until 2022.  As a councilmember, Lissa enjoys being an advocate for the citizens of Big Lake and the City employees.

Frank White 

Term: 2023 - 2025

Frank is currently serving his second term as a councilmember.  Frank enjoys being an advocate for the citizens of Big Lake, especially those who are on a low or fixed income. Frank strives to be a good steward of the tax payer dollars spent by the City of Big Lake.

Charlie Walker

Term: 2023-2025

Charlie Walker has previously served a total of 15 years as a councilmember.  His most recent term began in May 2023.  Charlie is a long-time resident of Big Lake and was recognized as the "Pioneer of the Year" in 2023 by the Big Lake Chamber of Commerce.

Term:  2024 -2026

Joseph Haynes was elected to serve on the Big Lake City Council in May 2024. Joseph is a 2009 graduate of Reagan County High School. As a councilmember, Joseph hopes to put measures in place to ensure that we have a strong City government for the future. 

How do I formally get on the Agenda for a council meeting?

The deadline to be placed on the Agenda is 12:00 p.m. (noon) on the Thursday  proceeding the meeting.  You may contact  the City Administrator,  Sheri Benson, at cityofbiglake@wcc.net, or call Sheri at 325-884-2511. 

Where and When are City Council meetings held?

City Council meetings are usually held at 6:15 p.m. on the first and third Tuesday of the month at City Hall, 203 N. Plaza, Big Lake, Texas.  Please check our calendar for dates and times.  There are occasions when a Special Meeting will be called to address issues prior to a regularly scheduled council meeting. 

Do I have the opportunity to address the Council without being on the Agenda (Citizen Comments)?

Yes, citizens may address the Council during Citizen Comments for anything which is not on the Agenda.  Discussion is limited to a 3 minute time period and the Council cannot take any immediate action on the topic until it is formally placed as an Agenda item.  The public is allowed to participate in the "discussion" period of any agenda item.
