CSD works to reduce poverty for Californians by leading the development and coordination of effective and innovative programs for low-income Californians. CSD administers local community services and energy programs through a network of local providers and regional administrators to deliver services to low-income families, individuals, and communities. The services and programs administered by CSD help low‐income Californians achieve and maintain economic security, meet their home energy needs, and reduce their utility costs through energy efficiency upgrades and access to clean renewable energy.

Family Rate Electric Assistance (FERA): Provides a rate reduction program for single residential family households of 3 or more and mobile home parks, apartments, marinas with a meter for each unit and 3 or more residents. The Home Energy Assistance Program (HEAP) provides one-time financial assistance to help offset an eligible household’s energy costs (utility bill).
Low-Income Weatherization Assistance Program provides free energy efficiency upgrades to low-income households to lower their monthly utility bills, while improving the health and safety of the household’s occupants.
While their focus is on families with children, young adults, the disabled, seniors, and others, the Alameda County-Oakland Community Action Partnership Assistance programs are available in the areas of housing, education, food or nutrition, utilities, as well as programs for seniors and adults with disabilities. Income, career, and employment resources are also all part of the Oakland and Alameda County Community Action Agency.
Housing, rent, and security deposit assistance from Alameda County Oakland Community Action Partnership is available. This includes a wide array of programs that provide housing and support services to people in Oakland who are living on extremely low incomes, homeless, hungry, and even HIV/AIDS positive. Some of the AC-OCAP programs include Rental Assistance or short term Emergency Housing.

East Bay Municipal Utility District offers a Customer Assistance Program to help pay a portion of the water bill for qualified low-income residential customers. Participation is valid for two years. To continue assistance, applicants must reapply. The program is not retroactive.

You must have a residential account.
You must live at the address where the discount will be received.
The home or apartment must have an individual water meter.
You cannot be claimed as a dependent on another person's income tax return (other than your spouse).
