PRIMER ON THE 2019 SALARY PACKAGE
The 2019-2023 AdDU CFU CBA salary package, retroactive to 1 June 2019 and effective upon signing of the CBA, is made up of the following elements that become part of the basic pay:
1. A hiring rate adjustment retroactive to 1 June 2019;
2. A minimum of 3% (up from 2.5%) across the board tenurial increase against regional inflation;
3. Promotion in rank increases; and
4. Merit increase bonus.
Clarification on Hiring Rate Adjustments
1. Retroactive to 1 June 2019, the hiring rates are as follows:
a. For Assistant Professors, from PhP 18,000.00 to PhP 23,000.00.
b. For Associate Professors, from PhP 28,000.00 to PhP 33,000.00.
2. Faculty members hired on or after 1 June 2019 will only get the appropriate hiring rates plus premium for licenses when applicable.
3. Faculty members hired before 1 June 2019 will receive adjustments to current salaries.
a. General Principles
i. Salary adjustments will apply to all full-time faculty members, both probationary and regular.
ii. Salary adjustments will be based on both tenure and rank.
1. Tenure
a. The total tenure of all faculty members is 2,989.94 years.
b. Regression analysis has established tenure as having at least a 70% probability as predictor of salaries.
c. The salary adjustment based on tenure will be the faculty member’s years of stay x 1/2989.94 x 70% of total amount earmarked for hiring rate adjustments.
2. Rank
a. Differences in rank and levels are based on salary adjustment rates.
b. The new CBA 2019-2023 guarantees an PhP 800.00 (up from PhP600.00) differential for promotion to the next level for Assistant Professors, and an PhP 1500.00 (up from PhP 1000.00) differential for Associate Professors and Full Professors.
c. Rank values by rank and level are as follows:
i. Asst. Prof. 1 = 0 viii. Asso. Prof. 1 = 0
ii. Asst. Prof. 2 = 8 ix. Asso. Prof. 2 = 15
iii. Asst. Prof. 3 = 16 x. Asso. Prof. 3 = 30
iv. Asst. Prof. 4 = 24 xi. Asso. Prof. 4 = 45
v. Asst. Prof. 5 = 32 xii. Asso. Prof. 5 = 60
vi. Asst. Prof. 6 = 40 xiii. Asso. Prof. 6 = 75
vii. Asst. Prof. 7 = 48 xiv. Full Prof. = 90
d. The total rank value of all faculty members is 5658.
e. The salary adjustment based on rank will be the faculty member’s rank value x 1/5658 x 30% of total amount earmarked for hiring rate adjustments.
iii. Salary adjustments will be added to the basic salary prior to the 4% across-the-board salary increase for SY 2019-2020 and prior to the premium on licenses.
iv. Only after the hiring rate adjustments shall the premium on licenses be added, and the 4% increase for SY 2019-2020 be given.
b. Faculty members whose 31 May 2019 basic salaries are lower than the hiring rates will have adjustments based on the following:
i. Hiring rate based on degree +
ii. Tenure-based adjustment +
iii. Rank-based adjustment +
iv. Premium for license (if applicable) x
v. 4% (or fraction thereof)
c. Faculty members whose 31 May 2019 basic salaries are higher than the hiring rates will have adjustments based on the following:
i. Tenure-based adjustment +
ii. Rank-based adjustment +
iii. Premium for license (if applicable) x
iv. 4% (or fraction thereof)
