Section 1. Negotiating Panel. The collective bargaining for and in behalf of the general membership shall be undertaken by the Executive Board and the Negotiating Panel, the members of which shall be elected by the general membership.
Section 2. Ratification of the Collective Bargaining Agreement. The Collective Bargaining Agreement (CBA) resulting from the bargaining shall be subject to ratification and approval by majority vote of the Union members at a meeting conveyed or by a referendum held for this special purpose.
Section 3. Proposed New Provisions, Changes, Amendments, and the like in a Proposed New CBA, CBL, and other Important Union Documents.
a. CBA. The Executive Board is required to make a COMPLETE LIST of New Provisions, Changes, Amendments, and the like in a Proposed New CBA, as SEPARATE SET OF PAGES from the full body of the Proposed CBA. This is to make sure that all Members will ADEQUATELY be able to distinguish between the OLD and the PROPOSED NEW CBA. At least 3 weeks before the planned date of Ratification of the Proposed CBA, the Union President and Secretary must make sure that EACH Union member has been provided with a COPY of the COMPLETE LIST of New Provisions, Changes, Amendments, and the like in the Proposed New CBA, and of the WHOLE BODY of the PROPOSED NEW CBA. The period of 3 weeks is necessary for EVERY MEMBER of the Union to adequately understand and raise issues concerning the proposed CBA before they decide to take FINAL action on it.
b. CBL & other Important Documents. Any changes which will have a far-ranging effect on the Union, which will be introduced by the EB or duly-authorized body of the CFU must always have the EXPLICIT MAJORITY (50% + 1) SUPPORT of the TOTAL NUMBER of the GENERAL MEMBERSHIP.
