Section 1. To realize the objectives of the Union and ensure coordination and efficiency in the transaction of Union matters, five (5) standing Committees shall be created, namely: 1) Committee on Membership, 2) Committee on Adjudication, 3) Committee on Labor Education and Research , 4) Committee on Collective Bargaining, and 5) Committee on Welfare. The Committees shall be organized during the general membership meeting coinciding with the regular election of Union officers done every January. Committee Chairpersons, except for the Committee on Adjudication, shall be selected from among the elected Board of Directors or from the General Assembly.
Section 2. Committee Functions. - The functions of each Committee are enumerated as follows:
1. Committee on Membership shall receive, deliberate and approve or deny application for membership, and report all matters pertinent thereto to the Executive Board. It shall implement rules, regulations and decisions as may be promulgated by the Executive Board and approved by the General Membership on the admission of members in the Union.
2. The Committee on Adjudication shall investigate internal Union disputes in accordance with Article XI of this Constitution. It shall assist in the presentation of settlement of Union grievance with management subject to pertinent provisions of the existing Collective Bargaining Agreement (CBA). The Chairperson and the members of the Committee on Adjudication shall be directly elected by the General Membership during the same time when election of Union officers are conducted, every January. The Committee shall be composed of five persons: the Chairperson and four other Members. The elected Chairperson and the Members of the Adjudication Committee shall not be part nor be under the supervision of the Executive Board in order to maintain the objectivity of the Committee.
3. Committee on Labor Education and Research shall prepare, adopt, and implement labor education programs and activities that will promote the enlightenment of the members in regard to the prevailing labor legislation, rules issuances and policies that affect the members directly or indirectly.
4. Together with the Committee on Labor Education and Research, the Committee on Collective Bargaining shall conduct extensive education sessions to all Union members related to the collective bargaining provisions that will be subject to negotiations with the AdDU Management. These education sessions should be done prior to the approval of any new collective bargaining agreement (CBA). This is to ensure that feedback from majority of the Union members have been gathered and integrated into the finalization of any new CBA. It shall assist the Union negotiating panel in the preparation of all necessary papers, documents and materials in the collective bargaining.
5. Committee on Welfare shall be responsible for generating proposals as well as the adoption and implementation of programs, projects and activities that will promote and protect the general welfare of members.
