Section 1. Proposals for Amendment. Proposals for Amendment to this Constitution may be made by the Executive Board or upon formal petition of at least ten percent (10%) of the general membership.
Section 2. Ratification of Proposals for Amendment. No proposal shall be considered an amendment and become part of this Constitution until after the same shall have been ratified by two-thirds of all the Members of the Union, either at a special meeting or a referendum called for such purpose.
