Project Citizen Paper Guidelines

Your assignment is to write a paper explaining the situation to a reader with no background information on the topic. You must assume the reader knows nothing. You must define all terms, ideas, concepts, places, and information you introduce in your paper. At the end of your paper the reader should have a comprehensive understanding of Elm Place, Project Citizen, and the problem of school safety - also you should prove your thesis.

Each individual must write their own paper.
