The goal of electronic resource cataloging is to provide access through the catalog to all materials as quickly as possible. Although the best record would comply with the standards of RDA, pcc, etc., access may be granted by using the vendor record, an OCLC record, or by created a provisional record. In the end the provisional may even be sufficient [1].
These pages, although always evolving, will take you through the various steps to provide access in the catalog.
