As with VFR aircraft, initial altitudes will be based on the aircraft type per the P80-PDX LOA.
NOISE SENSITIVE AIRCRAFT – Turboprops and props with a maximum takeoff weight greater than 12,500 pounds, excluding Beechcraft King Airs.
NON-NOISE SENSITIVE AIRCRAFT – Turboprops and props with a maximum takeoff weight less than 12,500 pounds, including Beechcraft King Airs.
Use the table below from the P80-PDX LOA to assign initial altitudes for IFR departures. The departure instructions column will be issued by Local.
There are also special cases per the P80-PDX LOA:
All aircraft with a destination of KSLE should be assigned 5000 ft.
Southbound aircraft exiting P80 between headings of 145-235 filed 15,000 or below should be at an odd altitude (see LOA attachment 5)
For aircraft requesting VFR on top, assign an initial IFR altitude and advise the pilot to expect VFR on top 5 minutes after departure.
