There are three main types of SIDs: pilot-nav, radar vector, and hybrid.
Pilot-nav SID: Pilot is primarily responsible for navigation along the SID route, no vectoring is required from air traffic control
Radar vector SID: ATC provides radar navigational guidance to a filed or assigned route
Hybrid SID: Departure that combines elements of both the pilot-nav and radar vector departures. A hybrid SID usually requires the pilot to fly a set of instructions, then be vectored to a defined route to a transition to leave the terminal area.
HIO has 5 Departure Procedures (SIDs)
All 5 SIDs are pilot-nav SIDs
2 SIDs are RNAV, turbo-jet only, and the other 3 utilize either the BTG (Battleground) or UBG (Newburg) VORs
The initial altitude on all SIDs is 4,000
Pilots should be told to expect their filed altitude 5 minutes after departure
Reference the P80-HIO LOA for procedures on assigning a SID. Basically:
West through northeast clockwise: SCAPO
East: Radar vectors
Southeast through southwest clockwise: FARMINGTON
For all IFR departures with a destination within P80 or requesting VFR-ON-TOP, coordinate with P80.
Pilot-nav SID
No transitions
The initial altitude for all aircraft is 4,000
Assigned to aircraft with a filed destination west through northeast clockwise of HIO.
Phraseology:

The initial altitude for all aircraft is 4,000
