PDCs are sent using vTDLS (Tower Data-Link Services).
vTDLS greatly reduces the workload of clearance-delivery controllers, it allows controllers to review flight plans and send PDCs to pilots before they even connect to the network. (Only if the pilot files their flight plan before they connect)
All controllers issuing clearances at PDX or SEA should be using vTDLS to issue the clearances. This reduces controller workload and makes position briefings much easier. The exceptions are flight plans that must be revised or amended.

In order to connect to vTDLS, you have to be connected to the Vatsim servers, eighter on the live network or in sweatbox.
You must first connect to the network in CRC.
After you are connected with CRC, to log onto vTDLS, click Login with VATSIM, and then pick the server you just signed into, Live or Sweatbox.
After signing in to vTDLS, you will see the facilities available based on the position you are connected to in CRC.
In this case choose PDX.
Now that you are logged in, you will see this screen, if there are no aircraft it will be blank just like this.
When aircraft file their flight plan they will pop up here and if you have sound on it will make a "Ding Ding" sound.
When you click on one of those callsigns, this will show up at the bottom of the screen.Â
You will be able to see all the information here, Callsign, A/C type and equipment, and their route of flight.
As you can see this flight plan is missing the "PTLD2" in the route, and the cruise is invalid for direction of flight.
You can not edit any flight plans in vTDLS. But what you can do is go back to CRC and click "CTRL+F" and search the callsign to edit the flight plan, even if the aircraft has not connected to the network yet.
After editing in CRC, the route of flight and cruise altitude for direction of flight look good.
Select all drop downs that apply to this flight plan:
Now lets talk about what all the drop downs are:
First drop down is all the departures.
Next drop down are SID transitions (if there are any)
If the SID does not have a transition or it is not being used, click - - - -
The next dropdowns will contain specific instructions based on the SID that you chose. On the right side you can adjust the initial altitude and departure frequency.
The bottom dropdowns on the left allow you to give the pilot specific instructions and advise them on the expected departure runway.
When you are ready to send the PDC to the pilot, press Send at the bottom right. The pilot will get a message with their PDC, and the callsign will move to the PDC column of vTDLS.
If you decide a PDC is not needed for this aircraft, click Dump on the bottom left. Note that this cannot be undone!
