Aftermath
Article focus: Russian occupation of Konotop in Sumy Oblast
Russian forces in Konotop informed the mayor on March 2 that they would shell the city if the locals resisted them, according to Artem Seminikhin, the city's mayor. Locals had gathered around Russian vehicles that had been stationed outside the City Council. [3] Seminikhin asked the citizens of the city if they preferred to fight or surrender, and "overwhelmingly" they chose to fight. [11] [12]
Later that day, talks lasting 12 minutes were started by local officials and Russian military. In accordance with the agreement, Russian forces agreed not to overthrow the city's administration, station troops there, block traffic, or take down the Ukrainian flag. The local leaders agreed that the citizens would refrain from attacking Russian forces in exchange. [13]
