I have no idea what this is, but it does not look natural. Of course, the old highway should be far underwater here, according to the photos from the construction of the I-80N bridge, but who knows. It might be worth checking out someday, but it does look rather difficult to access. It could be an improved US 30 fragment, but even that feels unlikely... Or it could be related to the construction of the freeway.
