The tale continues with Lord Kiyomori moving the capital to Fukuhara against common sense and the desires of the courtiers. Meanwhile, word spreads that Minamoto no Yoritomo is starting an uprising to overthrow the Taira clan, spurred on by the monk Mongaku of Takao, who plants the thought into Yoritomo to overthrow the Taira clan. The Taira meet Yoritomo's forces at the Fujii River, but retreat before the battle, frightened by a flock of water birds taking flight in the night. Kiyomori returns the capital to Kyoto, then sends a punitive force to punish the Nara monks for their support of Mochihito's rebellion. Fierce fighting ensues, and as night falls, Taira no Shigehira orders the torching of a peasant's house to provide light. Blown by the wind, the fire spreads, burning down the Nara temples. The Book ends with the ominous note that the destruction of the temple Tōdaiji portends disaster in the realm.
