You can write a book to truly explain this statement. But i will try best to give you a very short answer.
Once we were sitting outside in the lawn at chennai ashram with Chariji made a precipitous statement, saying there are so many flaws in this creation , if permitted i would re-create this existence. What is the use Babuji in his whispers says you are bestowed with so many powers when they cannot be used.
This is the benevolence of the higher, though we have master with all the capacities over the nature still there is a fool proof mechanism just in case this personality decides against the nature; its a protection mechanism. The power of the masters is all in sankalpa. They just need to make a supposition of such and a such thing should happen, nature has to oblige. In that state there is no effort required, just a mere supposition. Yet, there is a protection mechanism, this protection mechanism is not imposed by the hierarchy rather, its the total obedience of the living guru to his master. Such is the connection to their masters, without their acceptance they do not make any individual choices.
When Babuji is making a statement i can stop the earth from its natural course, its just way of saying in-spite all the capacity, will not do anything without his masters Lalajis permission.
In bhagavad gita chapter 6 says the who has renounced sankalpa is a true sage, really means there is NO individual choice in this state , the masters consciousness merged in his guru, hence its a choice-less choice, only with his masters permission any sankalpa is made.
What is Sankalpa?
It has a deeper meaning. The word sankalpa in a true sense means a spontaneous coming together of all the movements or power of the nature to form an aspiration or to collaborate, be in accordance with the deepest aspiration that one has. It is in this sense that sankalpa is the power of the concentrated Will integrating the whole being into a coherent unity. In sankalpa there is the unity of all movements of the being, it is free from division, diversity, and so from the essential conflict. Doubt has no place in sankalpa.
