MTCTE (Mandatory Testing and Certification of Telecommunication Equipment) is India's compulsory conformity scheme for telecom equipment, run by the Telecommunication Engineering Centre (TEC) under the Department of Telecommunications. It's mandatory for any notified telecom product before it's manufactured, imported, sold, or deployed in India — whether you're an Indian OEM or a foreign manufacturer applying through an Authorised Indian Representative.
TEC issues the Certificate of Conformity Assessment once your product clears the applicable Essential Requirements.
What Is MTCTE Certification?
MTCTE Certification stands for Mandatory Testing and Certification of Telecommunication Equipment. It's not a voluntary quality badge — it's a legal gate. If your product falls under a notified MTCTE category, it cannot legally be sold, imported, or connected to an Indian telecom network without a valid Certificate of Conformity Assessment.
A few pieces make up the framework:
TEC (Telecommunication Engineering Centre) — the technical body that sets Essential Requirements, evaluates applications, and issues certificates.
DoT (Department of Telecommunications) — the ministry TEC sits under, responsible for the overall policy and legal notifications.
Certificate of Conformity Assessment — the actual certificate your product needs before it can go to market.
Essential Requirements (ERs) — the technical benchmarks (safety, EMC, technical performance, security) your product must pass.
Here's something a lot of pages on this topic haven't caught up to yet: MTCTE was originally rolled out under the Indian Telegraph (Amendment) Rules, 2017. This is definitely some relevant history, but now, the legal base has shifted to the Telecommunications Act, 2023 and the Telecommunications (Framework to Notify Standards, Conformity Assessment and Certification) Rules, 2025. These documents are even mentioned on the eServices portal by the Ministry of Telecom itself. In case, when the MTCTE literature that you are studying mentions only the rules from 2017, this means that you are using outdated material.
Is MTCTE Certification Mandatory in India?
Yes, if your product belongs to a notified MTCTE category. Here is how you can determine that:
Question
Answer
Is the product notified under MTCTE?
Certification is required before sale, import, or deployment
Are you an Indian manufacturer?
You apply directly on the MTCTE portal
Are you a foreign OEM?
You must apply through an Authorised Indian Representative (AIR)
Is the product not currently notified?
Check the current TEC product list — new categories get added periodically, most recently under Phase VI
Does the product touch network security functions?
It may face additional security-related requirements on top of standard ERs
If you're unsure which row applies to you, that uncertainty is exactly where delays start. Confirm applicability before you commit to a testing timeline or a shipment date.
Who Needs MTCTE Certification?
Indian Manufacturer / OEM
Indian-incorporated companies manufacturing notified telecom products apply directly on the MTCTE portal, register a company profile, and submit applications per product/model.
Foreign Manufacturer
Foreign OEMs cannot apply directly. The current MTCTE process specifically requires a foreign OEM to be represented by an India-based Authorised Representative for all portal interactions.
Importer / Authorised Indian Representative (AIR)
The AIR is the India-incorporated entity that files on behalf of a foreign OEM, maintains the technical file, and handles ongoing communication with TEC. For importers bringing in foreign-made telecom hardware, this is usually the role you'll either take on yourself or need to arrange.
Brand Owner
Where a brand owner sources equipment from a third-party manufacturer, the certification is typically tied to the model and the entity responsible for placing it in the Indian market — worth clarifying early who holds that responsibility in your supply chain.
Which Products Require MTCTE Certification?
MTCTE has rolled out in phases since 2018, adding new product categories over time rather than covering everything on day one.
Phase I & II
The earliest phases covered core wireline and basic telecom equipment categories.
Phase III & IV
A large expansion that brought in the bulk of common networking and telecom hardware — this phase became mandatory from mid-2022 after a couple of date extensions.
Phase V
Added further product categories, including specific broadband and optical equipment types, with its own ILAC test-report acceptance windows.
Phase VI — Latest Confirmed Update
Notified by TEC on 25 February 2025 and made mandatory 180 days later, from 24 August 2025. Phase VI covers 14 additional equipment categories, including Cellular Customer Premises Equipment and Satellite Communication Equipment (NGSO user terminals and NGSO integrated gateways), each tagged with its own TEC standard code.
MTCTE Certification Schemes
MTCTE certification runs through two tracks:
General Certification Scheme (GCS): The applicant submits full test reports and a compliance summary from a TEC-designated Conformity Assessment Body (CAB). TEC evaluates the reports directly against the applicable Essential Requirements. This is the more detailed pathway and typically takes around 40–45 working days.
Simplified Certification Scheme (SCS) Used for products TEC classifies as having lower testing complexity. The applicant still tests the product against the ERs but submits a Self-Declaration of Conformity (SDoC) along with a compliance summary, rather than having TEC evaluate full test reports directly. Testing still has to happen at a recognised lab — SCS reduces the depth of TEC's document evaluation; it doesn't remove testing.
A 2023-24 re-categorisation exercise moved a number of notified products between GCS and SCS and adjusted fees for ER-based applications, so which scheme applies to your product may have changed even if you certified something similar a couple of years ago. Check current classification before assuming.

MTCTE Essential Requirements
Requirement
What it checks
EMI/EMC
Electromagnetic interference and compatibility with other equipment
Safety
Physical safety for users and the equipment itself
Technical
Core technical/performance parameters for the product category
Security
Applicable telecom network security requirements, notified separately by DoT's security wing for certain product types
Other
Any additional requirement TEC or DoT notifies for a specific category
Not every product faces all five categories — which ERs apply depends entirely on the notified standard for your specific equipment type.
MTCTE Certification Process — Step by Step
Create your MTCTE portal account on the DoT eServices MTCTE portal.
Register your applicant/OEM profile — Indian OEM directly, or as an AIR representing a foreign OEM.
Get your profile approved by TEC before you can file product applications.
Select the product category and variant you're certifying.
Submit the Bill of Materials (BoM) for the product.
BoM pre-check — TEC reviews the submission before allowing it to move forward.
Confirm the applicable Essential Requirements and scheme (GCS or SCS) for your product.
Pay the applicable fees once the scheme and ERs are confirmed.
Get the product tested at a TEC-designated CAB (or an ILAC-accredited lab where currently permitted — see the testing section below).
Upload test reports or SDoC, depending on whether you're on GCS or SCS.
TEC technical evaluation of what you've submitted.
Resolve any deficiencies TEC flags — this is the step most applications get held up on.
Validation once everything checks out.
Certificate issuance — TEC issues the Certificate of Conformity Assessment.
This is a more accurate picture of the actual portal workflow than the simplified "test, apply, get certificate" version most competitor pages give you. TEC's own application tracking distinguishes between these stages (pre-check, fee pending, reports pending, technical evaluation, validation, certification), and knowing which stage you're stuck at tells you exactly what to fix next.
MTCTE Documents Required
For an Indian OEM
Company registration/incorporation documents
Product technical specifications and datasheets
Bill of Materials (BoM)
Applicable test reports
User manual
Trademark or brand documentation, where relevant
For a Foreign OEM (via AIR)
Foreign OEM authorization letter
AIR authorization documentation
MoU or undertaking between foreign OEM and AIR, where applicable
Product technical documents and BoM
Test documentation
The current MTCTE procedure is specific about the foreign OEM–AIR relationship needing to be documented clearly on the portal — this is where foreign manufacturer applications most often stall, simply from incomplete paperwork on the representation side.
MTCTE Testing Requirements
The path is: product → applicable Essential Requirements → specific test parameters → designated lab → testing → report → TEC evaluation.
Testing generally has to happen at a TEC-designated CAB. That said, TEC has periodically extended acceptance of test reports from ILAC-accredited labs for specific parameters and specific windows — most recently, a notification dated 29 December 2025 extended acceptance of ILAC-accredited lab reports (from non-border-sharing countries, reports not older than two years) until 30 June 2026. This is a genuinely useful option for foreign manufacturers, but it's conditional and time-bound, not a permanent blanket rule — check the current notification before relying on it for your specific product and lab.
TEC has also, in some cases, accepted a valid BIS certificate or safety test report from a BIS-recognised lab against the safety parameters in an ER, which can save a separate safety test run if your product already holds one.
MTCTE Certification Fees
MTCTE fees generally consist of:
Administrative fee — charged per application, varies by scheme (GCS/SCS) and product category
Testing/laboratory charges — paid to the CAB, usually the largest cost component
Additional evaluation-related charges, where applicable to your product's ERs
Professional or consultancy charges, if you use outside help for filing and documentation
Exact rupee figures move with fee notifications and product re-categorisations, so treat any specific number you see online — including older competitor pages quoting flat per-group fees — as something to verify against the current MTCTE fee schedule before budgeting.
How Long Does MTCTE Certification Take?
There's no single honest number here. Timeline depends on the certification scheme, product complexity, how quickly testing can be scheduled, how complete your documentation is going in, and how many deficiencies TEC raises during evaluation.
As a general shape: GCS applications, involving full test report evaluation, commonly run around 40–45 working days end to end when documentation is clean. SCS applications, built around the SDoC pathway, tend to move faster since TEC's evaluation load is lighter — but "faster" still depends on testing turnaround, which is often the real bottleneck regardless of scheme.
If a page promises you a fixed number like "15 days guaranteed," treat that as a sales line, not a portal fact.
MTCTE Certificate Validity
A Regular MTCTE certificate is currently valid for 10 years from the date of issue. This was extended from an earlier 5-year validity period by a TEC notification effective July 2022, and it's been carried forward into the current procedure. Provisional certification, issued in limited cases, has historically had shorter validity — worth confirming for your specific case if that's the route you're on.
MTCTE vs TEC Certification
These aren't two separate certifications — they're two names for related things. TEC (Telecommunication Engineering Centre) is the body. MTCTE is the scheme it administers. When someone says "TEC certification," they mean the certificate issued through the MTCTE process. Don't budget or plan as if these are two different compliance requirements.
MTCTE vs BIS vs WPC
Certification
Main purpose
MTCTE
Telecom equipment conformity — network safety, EMC, technical performance, security
BIS
Product standards and safety certification for electronics, IT goods, and other QCO-notified categories
WPC / ETA
Wireless and radio-frequency equipment approvals — spectrum use, RF emissions clearance
A single product can genuinely need more than one of these depending on its technology and interfaces — a WiFi router, for instance, can touch MTCTE, WPC, and BIS requirements simultaneously depending on its features. Don't assume clearing one covers you for the others.
MTCTE for Foreign Manufacturers
The path for a foreign OEM runs: appoint an Authorised Indian Representative → register the AIR profile on the MTCTE portal → add the foreign OEM under that profile → submit authorization/MoU documentation → file the product application → complete testing and evaluation → receive the certificate.
The current MTCTE portal instructions are specific about this AIR–foreign OEM relationship needing to be established and documented before any product application can move forward — it's not a step you can skip or backfill later.
Common Reasons for MTCTE Application Delays
This is where real consultant experience actually helps, more than a generic benefits list ever will:
Incorrect product classification going in
Wrong Essential Requirements selected for the product category
Incomplete or inconsistent Bill of Materials
Test reports that don't match the submitted technical documentation
Missing or incomplete AIR authorisation for foreign OEMs
Model or variant details that don't line up across documents
Security-related requirements overlooked until late in the process
Deficiencies flagged by TEC not addressed the first time properly, triggering another review cycle
Most of these are avoidable with a documentation review before you file, not after TEC flags something.
MTCTE Certificate Search / Verification
Want to check whether a telecom product already holds a valid MTCTE certificate — your own, a supplier's, or a competitor's? TEC maintains a public "Equipment certified under MTCTE" database on its official site, searchable by company, product, OEM, model, category, certificate type, issue date, and validity. Worth using before you assume a product is or isn't compliant based on a spec sheet alone.
Benefits of MTCTE Certification
Legal market access for your telecom product in India
Network compatibility confirmed before deployment
Reduced regulatory and customs risk
Stronger credibility with Indian telecom operators and B2B buyers
Fewer compliance surprises during procurement or tender processes
