If you manufacture products outside India and want to sell them in the Indian market, you cannot skip one crucial step BIS FMCS Certification in India. The Foreign Manufacturers Certification Scheme (FMCS) is a mandatory compliance framework operated by the Bureau of Indian Standards (BIS) that allows overseas companies to legally use the ISI mark on regulated products sold in India.
Without this certification, your shipments risk detention at Indian ports, rejection by customs, and heavy financial losses. This guide breaks down everything you need to know about BIS FMCS Certification in India what it is, why it matters, how the process works, and how UMSPCS can help you get certified faster and with fewer roadblocks.
What Is BIS FMCS Certification?
FMCS stands for Foreign Manufacturers Certification Scheme. It is a product certification system created specifically for manufacturers located outside India who wish to export regulated goods into the country. Unlike domestic BIS licensing, which applies to factories within India, FMCS applies exclusively to overseas production facilities.
The scheme is governed under the Bureau of Indian Standards Act, 2016, and the BIS Conformity Assessment Regulations, 2018. Under this framework, BIS verifies that a foreign factory has the technical capability, quality systems, and manufacturing processes needed to consistently produce goods that meet applicable Indian Standards.
Once a manufacturer successfully completes BIS FMCS Certification in India, they are permitted to affix the ISI mark on their products, which signals to Indian consumers, importers, and regulators that the goods meet national safety and quality benchmarks.
Why BIS FMCS Certification in India Matters
India regulates a growing list of product categories through mandatory Quality Control Orders (QCOs). These cover electrical appliances, industrial machinery, hand tools, cookware, steel products, safety equipment, and consumer electronics, among others. If your product category falls under a QCO, selling it in India without valid certification is not optional — it is a legal requirement.
Here's why this certification is critical for your export strategy:
Avoids port detention: Products shipped without valid certification frequently face detention of several weeks at Indian ports, along with warehousing charges and demurrage costs.
Prevents import rejection: Customs authorities can reject entire consignments that lack the ISI mark on regulated categories.
Builds market trust: The ISI mark is widely recognized by Indian buyers and distributors as a mark of quality and safety.
Protects against penalties: Non-compliance can lead to fines, product bans, or long-term reputational damage in the Indian market.
For any international brand serious about long-term access to India, BIS FMCS Certification in India should be built into the product launch timeline from day one, not treated as an afterthought.

Step-by-Step BIS FMCS Certification Process
The certification journey is structured, audit-driven, and involves several distinct stages. Here is a simplified breakdown of how BIS FMCS Certification in India typically proceeds:
1. Identify the Applicable Indian Standard (IS Code)
Every regulated product category is linked to a specific Indian Standard. The first step is determining which IS code applies to your product, since this defines the testing parameters and compliance benchmarks you must meet.
2. Appoint an Authorized Indian Representative (AIR)
Foreign manufacturers are legally required to appoint an Authorized Indian Representative before applying. The AIR acts as the official communication link between the manufacturer and BIS, handling documentation, correspondence, and on-ground coordination throughout the certification lifecycle and beyond.
3. Submit the Application
Applications are now submitted through BIS's digital Manakonline portal. As of 2026, offline paper-based applications have been phased out entirely, making the online route the only accepted method for BIS FMCS Certification in India. The application includes company details, factory information, product specifications, and supporting documentation.
4. Factory Inspection
BIS officials conduct an on-site inspection of the overseas manufacturing facility to assess quality control systems, production capability, and testing infrastructure. This step ensures the factory can consistently manufacture products that meet Indian Standards, not just produce a one-off compliant sample.
5. Product Sample Testing
Samples drawn during or after inspection must be tested in BIS-recognized laboratories. Testing verifies that the product meets all technical parameters specified under the relevant Indian Standard.
6. Grant of License and ISI Mark
Once inspection and testing are cleared successfully, BIS grants the FMCS license, allowing the manufacturer to use the ISI mark on the certified product for sale in India.
7. Ongoing Surveillance
Certification is not a one-time event. Licensed manufacturers remain subject to periodic surveillance audits, repeat sample testing, and annual fee obligations to keep their license active.
Documents Required for FMCS Certification
While specific requirements vary by product category, manufacturers generally need to prepare:
Company registration and business incorporation documents
Details of the manufacturing facility and production process
Authorized Indian Representative appointment letter
Product technical specifications and test reports
Quality management system documentation
Factory layout and machinery details
Incomplete or inconsistent documentation is one of the most common reasons applications get delayed, so accuracy at this stage matters significantly.
Timeline and Cost Considerations
BIS FMCS Certification in India typically takes anywhere from four to six months, depending on the product category, inspection scheduling, and how quickly documentation and corrective actions are completed. Costs vary based on the number of products, testing complexity, and inspection travel, so it's advisable to get a category-specific quote rather than relying on generic estimates.
Recent regulatory updates have also introduced advance annual fee payment requirements. Manufacturers who fail to pay fees or submit production data on time risk license suspension for up to 90 days, followed by cancellation if compliance is not restored. Staying ahead of these renewal obligations is just as important as the initial certification process.
Common Mistakes to Avoid
Many foreign manufacturers face avoidable delays because of a few recurring mistakes:
Choosing the wrong IS code for their product category
Delaying the appointment of an Authorized Indian Representative
Submitting incomplete or mismatched documentation
Underestimating inspection preparation requirements
Missing annual fee or renewal deadlines after certification
Working with an experienced compliance partner helps you avoid these pitfalls and keeps your certification timeline on track.
