BIS Consultant in India: Complete Guide to BIS Certification, Process,

Choosing the right BIS Consultant can make the certification journey easier for manufacturers, importers, and businesses dealing with products regulated under Indian Standards. BIS certification involves more than simply submitting an application. Businesses need to identify the applicable Indian Standard, understand the relevant conformity assessment scheme, prepare technical documents, arrange testing, and meet applicable manufacturing and quality requirements.c

For businesses planning to enter or expand in the Indian market, understanding the BIS certification process before starting the application can help avoid unnecessary delays and documentation issues.

According to the Bureau of Indian Standards (BIS), product certification is generally voluntary, but the Government of India makes compliance compulsory for specified products through Quality Control Orders (QCOs).

What Is BIS Certification?

BIS Certification is a conformity assessment mechanism through which products are assessed against applicable Indian Standards. Depending on the product and applicable scheme, BIS may issue a licence, registration, or Certificate of Conformity.

For products covered under  manufacturers can obtain a licence to use the BIS Standard Mark, commonly associated with the ISI Mark. BIS evaluates manufacturing infrastructure, process controls, quality control and testing capabilities, along with product conformity.

Not every product automatically requires BIS certification. The first step is therefore to determine whether the product is covered by a mandatory requirement or whether certification is being pursued voluntarily.

Why Do Businesses Need a BIS Consultant?

The BIS application process involves technical and regulatory requirements that can vary according to the product and applicable Indian Standard. A BIS Consultant can assist a business in understanding these requirements and organizing the certification process.

A consultant may help with:

• Identifying the applicable Indian Standard

• Checking whether the product falls under a QCO

• Selecting the appropriate BIS conformity assessment scheme

• Preparing application-related documentation

• Reviewing manufacturing and testing capabilities

• Coordinating product testing

• Preparing for BIS inspection

• Responding to technical or documentation queries

• Supporting the licence application process

• Assisting with post-certification compliance

BIS itself states that the application process begins with identification of the relevant Indian Standard, followed by assessment of manufacturing infrastructure, process controls, quality control and testing capabilities.

Who Can Apply for BIS Certification?

The exact eligibility requirements depend on the applicable product and certification scheme. For Scheme-I product certification, the manufacturer needs suitable infrastructure, process controls, quality control arrangements and testing capabilities corresponding to the relevant Indian Standard. BIS also assesses product conformity through testing.

Manufacturers should therefore evaluate their production and quality systems before submitting an application.

For foreign manufacturers, a different compliance route may apply. BIS operates the Foreign Manufacturers Certification Scheme (FMCS) for eligible foreign manufacturers, with requirements including an Authorised Indian Representative and prescribed documentation.

BIS Certification Process: Step-by-Step

1. Identify the Applicable Indian Standard

The first and most important step is identifying the correct IS standard for the product. Product specifications, testing requirements and certification procedures are linked to the applicable standard.

2. Check Mandatory Requirements

Businesses should verify whether the product appears under BIS's list of products subject to compulsory certification and review the applicable QCO and amendments. The BIS compulsory-certification list was updated as recently as September 24, 2026.

3. Review Manufacturing Facilities

The manufacturer should ensure that the production facility has the required machinery, infrastructure, process controls, quality-control arrangements and testing facilities.

4. Arrange Product Testing

Product samples may need to be tested according to the applicable Indian Standard. Depending on the scheme and requirements, testing can involve recognized laboratories and/or testing arrangements at the manufacturing premises.

5. Prepare Documentation

The application package can include technical, manufacturing and quality-related information. The exact documents depend on the product, standard and certification scheme.

6. Submit the Application

BIS states that product certification applications are accepted online, including applicable payments, through its online system.

7. BIS Assessment and Inspection

Where applicable, BIS assesses the manufacturer's infrastructure and capabilities through a visit to the manufacturing premises. Product conformity is also established through the prescribed testing process.

8. Grant of Licence

If the applicable requirements are successfully fulfilled and BIS takes a favourable certification decision, the manufacturer receives the relevant licence or certification authorisation and can use the applicable Standard Mark subject to its conditions.

BIS Certification Cost

There is no single fixed BIS Certification Cost applicable to every product.

Expenses can depend on factors such as:

• Applicable Indian Standard

• Product testing requirements

• Number and type of samples

• Inspection requirements

• BIS application and inspection fees

• Annual licence fee

• Product-specific marking fee

• Number of products or models

• Manufacturing location

• Consultant or professional service charges

BIS publishes its applicable fee information and product-specific marking-fee information separately.

Therefore, businesses should avoid relying on a generic quotation without first identifying the product and applicable standard.

How UMSPCS Can Help

UMSPCS provides professional support for businesses seeking assistance with the BIS certification process. The focus is on understanding the applicable requirements, organizing documentation, coordinating the certification workflow and helping applicants address procedural requirements.

For manufacturers planning a new product launch, obtaining compliance guidance at the beginning can help them understand the applicable standard and certification pathway before investing significant time in the application.

A structured approach can also help businesses identify documentation gaps and testing requirements earlier in the process.

Common Mistakes to Avoid

Businesses frequently face avoidable problems when they begin certification without properly understanding the applicable requirements.

Some common issues include:

• Selecting an incorrect Indian Standard

• Ignoring recent QCO amendments

• Incomplete technical documentation

• Insufficient testing arrangements

• Differences between declared and actual product specifications

• Inadequate manufacturing or quality-control arrangements

• Delayed responses to BIS queries

• Using the BIS/ISI Standard Mark without the required authorisation

Checking the current BIS requirements before applying is therefore important, particularly because product-specific standards, QCOs and implementation requirements can change.

Conclusion

BIS Certification plays an important role in demonstrating conformity with applicable Indian Standards. For products covered by mandatory requirements, obtaining the appropriate BIS authorisation is a regulatory requirement rather than simply a marketing decision.

UMSPCS can support manufacturers and businesses throughout the certification journey, from initial requirement assessment to application and compliance support.

Before beginning the process, businesses should always verify the latest requirements directly through BIS because applicable standards, QCOs, fees and procedures may be updated.
