MTCTE Certification in India: Your Complete 2026 Guide to Process, Fees

As an entity that manufactures, imports, or distributes telecom products in India, there is one term you can never afford to miss out on - and that is MTCTE. Be it a startup importing IoT gateways or a brand that has started making 5G products, proper MTCTE Certification is what will ensure the success or failure of the entry into the Indian market for your product line.

UMSPCS works regularly with manufacturers, importers, and telecom brands who come to us seeking guidance as to how to get started with MTCTE. So we have broken down the MTCTE process for you in simple terms.

What Exactly Is MTCTE Certification?

Mandatory Testing and Certification of Telecommunication Equipment (MTCTE) stands for the full term MTCTE Certification. It is a certification program that is controlled by the Telecommunication Engineering Centre (TEC), which is an organisation that works under the Indian Department of Telecommunications (DoT). After 2017, once the Indian Telegraph (Amendment) Rules were made, there was no legal way to sell, import, and use telecom equipment in the Indian public telecommunication network without the MTCTE certificate.

In other words, it can be likened to a compulsory test that India requires from the equipment maker before the equipment is used within India's telecommunication network. The certification process assesses the equipment based on three main pillars of safety, electromagnetic compatibility (EMC), and essential requirements (ER).

Why MTCTE Certification Matters More Than Ever in 2026

Categories of telecom equipment within MTCTE are introduced phase-wise and by now the coverage of categories is very extensive, ranging from routers to CPE equipment, base stations, fibre optics equipment, set-top boxes, IoT devices, and much more. In case you manufacture a product that falls in one of the notified categories without getting it certified, the following could happen:

• Customs seizure: Uncertified imports can be held or rejected at the port, costing you time and money.

• Legal penalties: Selling non-compliant telecom equipment can attract fines under the Telegraph Act.

• Reputational damage: Distributors and B2B buyers increasingly ask for MTCTE proof before signing contracts.

• Network integrity issues: Non-compliant devices can genuinely degrade network performance, which regulators take seriously.

The positive side of the situation? The Indian government has continued to modernize the scheme. In recent changes, it was raised that certificates would now have a life span of 10 years instead of 5, there were easier labeling requirements, and there was easier re-use of safety test reports from BIS accredited labs.

The MTCTE Certification Process, Step by Step

Here's how the journey typically unfolds when UMSPCS guides a client through it:

1. Product classification – First, we identify which MTCTE phase and Essential Requirement (ER) category your product falls under. This decides which standards and test parameters apply.

2. Documentation preparation – Technical specifications, product datasheets, manufacturer declarations, and authorization letters (for importers) are compiled.

3. Lab testing – The product is tested at a TEC-recognized or ILAC-accredited Conformity Assessment Body (CAB) against the applicable Essential Requirements.

4. Application submission – The test reports and documents are uploaded through TEC's official MTCTE portal, along with applicable fees.

5. Review and evaluation – TEC reviews the test report and application for compliance gaps.

6. Certificate issuance – Once approved, you receive your MTCTE certificate, valid for up to 10 years, which must then be reflected in your product labeling.

Sounds straightforward on paper — but in practice, this is where most businesses stumble. Wrong ER classification, incomplete lab reports, or portal errors can delay approvals by months.

MTCTE Certification Fee: What Influences the Cost

One of the most common questions we get at UMSPCS is: "What will this actually cost?" Honestly, there's no flat number — the fee structure depends on several factors:

• The product category and ER classification

• Whether you're applying as a manufacturer or importer

• The number of models/variants under a single application

• Lab testing charges, which vary by CAB and test complexity

• Government application and certification fees (note: these are often waived for certain government-use products)

Since the fee slabs and the laboratory fees are updated from time to time, it is recommended to consult the present fee slab either by visiting the official website of TEC or by seeking assistance from a consultant to calculate the exact fee.

Why Work With an MTCTE Consultant Like UMSPCS?

And here is the truth – you may pursue your MTCTE certification independently. However, considering the time lost on the choice of the correct ER type, coordination with accredited laboratories, paperwork, and the use of the online portal, many companies waste weeks (even months).

That's where UMSPCS steps in. As a dedicated MTCTE consultant, we handle:

• Product classification and ER mapping

• End-to-end documentation

• Coordination with TEC-recognized testing labs

• Application filing and follow-up with TEC

• Post-certification labelling compliance

In addition to MTCTE, UMSPCS also assists companies in other technical and regulatory areas as well — BIS Registration, WPC/ETA Certification, TEC registration, and others — which means that with UMSPCS you have just one partner who takes care of all of your regulatory requirements.

Conclusion

MTCTE certification is not just a piece of paper; rather, it is the ticket that lets you enter the telecommunications sector of India. Since the duration of certificate validity has been increased to 10 years and the whole procedure has become digitised, it is high time for you to make yourself compliant and stay ahead of your competitors. However, because of the technical issues involved with ER classification, testing, and cost structures, it would be wise to hire an expert consultant like UMSPCS.
