MTCTE (Mandatory Testing and Certification of Telecom Equipment) is the conformity assessment framework that governs which telecom equipment can be sold, imported, deployed, or used on an Indian network. If your product falls under a notified category, you cannot legally place it in an Indian telecom network without a valid Certificate of Conformity Assessment issued by TEC (Telecommunication Engineering Centre). The exact Essential Requirements, testing route, and paperwork depend on your specific product, the phase it falls under, and the latest TEC notifications — so always cross-check against the live MTCTE portal before you apply.
2026 Regulatory Update
This is the part most guides get wrong, because they were written years ago and never touched again.
For a long time, MTCTE ran on the back of the Indian Telegraph (Amendment) Rules, 2017. That's still useful historical context, but it is no longer the operative legal foundation. The framework has since moved to the Telecommunications (Framework to Notify Standards, Conformity Assessment and Certification) Rules, 2025, notified under the Telecommunications Act, 2023, with TEC and the National Centre for Communication Security (NCCS) acting as the appropriate authorities. Day-to-day certification now runs on MTCTE Procedure v3.0 (TEC 93009:2024), which itself has been amended more than once since its April 2024 release — including a clause 17.2 amendment and a public stakeholder consultation opened in early 2026 to align the procedure further with the 2025 rules.
Practically, this means the product list, the applicable Essential Requirements, and even parts of the testing process can shift through TEC circulars without much fanfare. Recent 2026 notices on the TEC portal have touched on LAN switch parameters, PON equipment, exemptions for certain categories, acceptance of ILAC-accredited test reports, and requirements for 5G Core Nodes. None of that is optional reading if you're planning an application — treat the official MTCTE portal as your source of truth, not any single blog post, including this one.
Is MTCTE Certification Mandatory in India?
Yes, MTCTE certification for notified equipment. Under the current rules, telecom equipment that falls within a notified standard cannot be sold, deployed in a telecom network, or otherwise used in India without a valid Certificate of Conformity Assessment. The rules also require that the certificate details be displayed in the manner specified by the appropriate authority — so this isn't just a "nice to have" compliance badge; it's a legal precondition for market access.
What Is MTCTE Certification?
MTCTE is the conformity assessment scheme through which telecom equipment is tested against a defined set of Essential Requirements — covering EMI/EMC, safety, technical performance, and security — and then certified by TEC based on test reports from accredited laboratories. The objectives behind it are fairly practical: equipment shouldn't degrade the network it connects to, it shouldn't put end users at risk, radio frequency emissions need to stay within prescribed limits, and the product has to line up with relevant national and international standards.
What Is TEC, and How Does It Relate to MTCTE?
TEC (Telecommunication Engineering Centre) is the technical arm of the Department of Telecommunications, functioning under the Ministry of Communications. TEC writes the Essential Requirements, designates the Conformity Assessment Bodies (accredited labs) that carry out testing, and issues the certificate once a product clears its tests. In short: MTCTE is the scheme, and TEC is the authority that runs it. When people ask "MTCTE vs TEC certification," there isn't really a versus — MTCTE certification is TEC certification; they're two names pointing at the same regulatory outcome.
Which Telecom Products Require MTCTE Certification?
TEC has rolled out MTCTE in phases since 2018, and the list has grown steadily — routers, IP-based equipment, GPON/PON systems, LAN switches, 5G Core Nodes, IoT gateways, and various categories of customer premises and network equipment have all been added at different points, with more exemptions and clarifications issued along the way.
Rather than treating any product list as fixed, the safer approach is:
Check the mtcte phase-wise product list on the official MTCTE portal (mtcte.tec.gov.in).
Confirm whether your product's category has any active exemption or pending amendment.
Identify the Essential Requirements tied to that specific category.
Note that TEC periodically updates this list, so a product that wasn't notified last year may be notified now, and vice versa.
How to Check MTCTE Applicability for Your Product
A quick applicability check usually comes down to four questions: Does the product connect to or communicate over a public or private telecom network? Does it fall under a category already notified by TEC? Is there a current exemption or relaxation that applies to it? And has TEC published a recent circular that changes the testing route for that category? If you can answer all four with confidence, you're in a strong position before you even open an application.
MTCTE Certification Types
General Certification Scheme (GCS) — the standard route, applicable to most notified products.
Simplified Certification Scheme (SCS) — a lighter-touch route for eligible categories, generally involving reduced documentation or testing burden.
Voluntary Certification — for products not yet mandatorily notified but where a manufacturer wants certification anyway, often for credibility or export purposes.
Security Certification — applies where security-related Essential Requirements are notified for a category, reflecting the growing emphasis on network security under the 2025 rules.
GCS vs SCS: What's the Real Difference?
GCS is the default, more comprehensive pathway and applies unless a product qualifies for something simpler. SCS exists for specific product categories where TEC has decided a reduced testing or documentation burden is appropriate — think lower-risk equipment or products with a proven compliance track record. Which scheme applies isn't a matter of preference; it's determined by how TEC has classified the product category.

MTCTE Essential Requirements
Essential Requirements (ERs) are the technical benchmarks a product must meet, and they're generally grouped as:
EMI/EMC — electromagnetic interference and compatibility
Safety — user and equipment safety parameters
Technical Requirements — performance and interoperability standards
Other Requirements — category-specific technical conditions
Security Requirements — applicable where notified, particularly relevant post-2025
Which ERs apply, and to what extent, depends entirely on the product category — this is not a one-size-fits-all checklist.
MTCTE Certification Process
Register as an applicant on the MTCTE portal and complete the profile.
Identify the product and confirm its notified category.
Submit the Bill of Materials and product technical details.
Identify the applicable Essential Requirements for that category.
Get the product tested at a TEC-designated (or ILAC-accredited, where accepted) laboratory.
Submit the certification application with test reports and supporting documents.
TEC conducts technical scrutiny of the submission.
Resolve any deficiencies TEC flags during review.
Receive the Certificate of Conformity Assessment.
Documents Required for MTCTE Certification
Typical documentation includes company and applicant details, product technical datasheets, Bill of Materials, test reports from an approved laboratory, authorisation documents (for foreign manufacturers, this includes the Authorised Indian Representative agreement), and any category-specific declarations TEC requires. Exact document sets vary by product and scheme, so confirm the current checklist on the portal rather than relying on a generic list.
MTCTE Certification Fees
Fees vary by product category, certification scheme, and whether the applicant is a domestic manufacturer or a foreign entity applying through an Authorised Indian Representative. Because TEC revises its fee schedule periodically, treat any fixed number you see in an article as indicative at best — the current fee structure published on the MTCTE portal is the only figure to rely on when budgeting for an application.
MTCTE Certification Timeline
Timelines depend on lab testing duration, the completeness of the application, and how quickly any deficiencies are resolved during technical scrutiny. Straightforward applications with clean test reports move faster; anything requiring clarification or retesting will naturally take longer. Build buffer time into your product launch plan rather than assuming a fixed number of weeks.

MTCTE for Foreign Manufacturers
Foreign manufacturers can't apply directly — they need an Authorised Indian Representative (AIR) based in India to submit and manage the application on their behalf. The AIR is legally accountable for the product's compliance in India, which makes choosing the right representative a genuinely important decision, not a formality.
What Is AIR?
An Authorised Indian Representative is a locally registered entity that a foreign OEM appoints to handle MTCTE applications, communicate with TEC, and take on regulatory responsibility for the product within India. Without an AIR, a foreign manufacturer simply cannot get equipment certified for the Indian market.
MTCTE Testing Laboratories
Testing must be carried out by TEC-designated Conformity Assessment Bodies, and TEC has also moved toward accepting test reports from ILAC-accredited laboratories in certain cases — a change worth checking against your product category, since it can meaningfully shorten the testing cycle.
Common MTCTE Certification Mistakes
Applying under an outdated version of the Essential Requirements
Assuming a product is exempt without checking the current notification
Incomplete or inconsistent Bill of Materials documentation
Choosing a lab or test report route that isn't currently accepted for that category
Underestimating AIR responsibilities for foreign OEMs
Treating any published fee or timeline figure as fixed rather than indicative
MTCTE vs TEC Certification
As covered earlier, these aren't competing certifications — MTCTE is the scheme, TEC is the regulator that administers it and issues the certificate. Anyone marketing TEC certification as something separate from MTCTE is describing the same underlying process.
What Happens If Certification Is Not Obtained?
Selling, deploying, or using notified equipment without a valid Certificate of Conformity Assessment puts a business outside the current regulatory framework, with exposure to enforcement action and market access restrictions. Beyond the legal risk, uncertified equipment can also create real network and security issues, which is the entire point of the ER framework in the first place.
MTCTE Compliance Checklist (2026)
Confirm your product's current notified status on the MTCTE portal
Check for any 2025/2026 amendments or exemptions affecting your category
Identify the applicable Essential Requirements
Choose the correct scheme (GCS, SCS, Voluntary, or Security Certification)
Line up an accredited testing lab
Prepare complete documentation, including AIR arrangements if applicable
Submit, track, and respond promptly to any TEC queries
Re-verify requirements periodically, since TEC updates the framework regularly
Conclusion
MTCTE isn't a static checklist you complete once and forget — it's a living regulatory framework that has shifted meaningfully with the Telecommunications (Framework to Notify Standards, Conformity Assessment and Certification) Rules, 2025, and continues to evolve through TEC's ongoing amendments to Procedure v3.0. Businesses that treat their MTCTE strategy as a one-time project tend to get caught out by exemptions, product-list changes, or ER updates they never saw coming. The safer approach is to build applicability checks, documentation, and testing plans around the current TEC portal, revisit them whenever a new circular drops, and work with a team that actually monitors these changes rather than one that copy-pastes an old compliance guide and calls it done.
