BIS Certification Cost in India: What You’ll Actually Pay

Ask five consultants about BIS certification cost, and you’ll get five different answers. Around a lakh. Depends on the product. Let me check. None of that helps when you’re trying to put a number in a budget.

The truth is that BIS certification cost in India doesn’t have one price tag. It’s a stack of smaller costs, and some of them depend entirely on what you make. At UMSPCS, we see this confusion almost every week, so here is a plain breakdown of where the money goes.

Why there’s no single number

The Bureau of Indian Standards runs several schemes. ISI Mark (Scheme-I) covers a wide range of industrial and consumer products. CRS (Compulsory Registration Scheme) covers electronics and IT goods. Others, like FMCS for foreign manufacturers, work differently.

Each scheme has its own fee structure, and within each, your product, factory setup and testing needs change the final bill. Two manufacturers can both be “getting BIS” and spend very different amounts.

The main cost components

1. Application fee. This is the small one. For most schemes, it’s around ₹1,000 and is non-refundable. Some categories and applicant types differ, so check before you pay.

2. Product testing charges. For many applicants, this is the biggest line item. Your samples must be tested at a BIS-recognised lab against the relevant Indian Standard. A simple product with one or two tests may cost a modest amount. A complex product tested against several clauses, or one needing multiple samples, can run into lakhs. Testing is also where costs jump if a sample fails and has to be retested.

3. Factory inspection charges. ISI certification generally involves a BIS officer visiting your plant. Inspection costs are charged as per BIS norms, and for foreign manufacturers, travel and stay expenses can add to this. CRS usually skips the factory visit, which is one reason it tends to be lighter on cost.

4. Licence fee. Once you’re approved, you pay a licence fee, and it recurs. It’s typically a small annual amount, but many people forget it exists until the reminder arrives.

5. Marking fee. This is the fee for actually putting the ISI mark on your product. It’s product-specific and usually has a minimum amount plus a rate tied to production volume. BIS publishes marking fees product-wise, so you can look yours up before applying. For high-volume manufacturers, this can become a meaningful recurring expense.

6. Consultant or professional fees. Optional, but most first-time applicants use help. Documentation errors, wrong scheme selection and missed requirements cost more in delays than a good consultant costs in fees.

So what’s a realistic total?

Ballpark figures only, since they shift with product and scheme. For many straightforward products, first-time certification lands somewhere in the range of ₹60,000 to ₹1.8 lakh once you add testing, fees and support. Complex products, such as medical devices or items with many test parameters, can cost well beyond that, with testing alone sometimes crossing several lakhs.

Treat that as a planning range, not a quote. Your actual figure depends on your product and its Indian Standard.

Costs people forget to budget

A few things catch applicants off guard:

Retesting. If a sample fails, you pay again.
Factory upgrades. BIS requires in-house testing facilities for certain products. If yours aren’t up to standard, equipment costs fall on you.
Annual and renewal fees. Certification isn’t a one-time purchase. You pay to keep it.
Time. Delays mean idle stock and missed sales, which is a real cost even if it never appears on an invoice.

Are there discounts for small businesses?

Yes, in some cases. BIS offers reduced marking fees for micro and small enterprises, and there have been concessions for startups and women entrepreneurs. The exact percentages and eligibility rules get revised from time to time, so confirm the current terms with BIS or with us before assuming a discount applies. BIS also revised some certification fees and licence fee structures in mid-2026, which is another reason to verify current rates rather than relying on an old blog post, including this one.
