Are you planning to manufacture or sell products in the Indian market? If yes, you may need to understand whether your product requires approval from the Bureau of Indian Standards (BIS). For many products covered under mandatory quality-control requirements, obtaining the appropriate BIS license is an important step before manufacturing or selling them in India.
But how does the process work, which products are covered, and what documents are required? These are common questions asked by manufacturers, importers, and businesses entering the Indian market.
BIS ISI Certification in India is associated with products that meet the applicable Indian Standard and are permitted to use the ISI Standard Mark under the relevant BIS licensing requirements. The certification process generally involves documentation, product testing, and, where applicable, assessment of the manufacturing facility.
UMSPCS helps manufacturers and businesses understand the applicable requirements and manage the certification process from documentation to final approval.
What Is BIS ISI Certification?
BIS ISI certification demonstrates that a product conforms to the applicable Indian Standard. The ISI Mark placed on a certified product indicates that it has been manufactured according to the requirements of the relevant standard and under the conditions specified by BIS.
However, not every product automatically needs an ISI license. The requirement depends on the applicable Quality Control Order (QCO), product category, Indian Standard, and other regulatory conditions.
Before starting an application, businesses should therefore determine whether their particular product falls under mandatory BIS requirements.
Which Products Require BIS ISI Certification in India?
Are you wondering whether your product needs an ISI license?
The answer depends on the product and the applicable government notification. Various categories may be covered by mandatory BIS requirements, including products related to construction, electrical equipment, household goods, steel, cement, chemicals, and other industries.
The applicable Indian Standard can also differ between products. Therefore, manufacturers should not rely only on the general product name. The exact specification, product category, and intended use should be checked before applying.
UMSPCS can help businesses identify the applicable certification requirement and determine the appropriate compliance route.

Why Is BIS ISI Certification Important for Manufacturers?
Why should a manufacturer invest time in BIS compliance?
The main reason is regulatory compliance. Where certification is mandatory, a manufacturer must satisfy the applicable requirements before placing the product on the Indian market.
Certification can also provide commercial advantages, such as:
Greater customer confidence
Demonstration of product conformity
Better acceptance in organized markets
Support for regulatory compliance
Improved brand credibility
Reduced risk of non-compliance
For manufacturers, certification is therefore more than a mark on packaging. It can form an important part of a product's market-entry strategy.
How Does the BIS ISI Certification Process Work?
What steps are involved in obtaining certification?
Although the exact procedure can vary according to the product and applicable scheme, the process generally involves several stages.
1. Identify the Applicable Indian Standard
The first step is determining which Indian Standard applies to the product. This is essential because testing and manufacturing requirements depend on the relevant standard.
2. Review Eligibility
The manufacturer, factory, product, manufacturing process, and quality-control arrangements may need to meet specified conditions.
3. Prepare Documents
The applicant needs to prepare the required technical and business documents. Incorrect or incomplete information can cause delays during application processing.
4. Product Testing
Testing is an important part of the certification process. The product may need to be tested according to the requirements of the applicable Indian Standard.
5. Submit the Application
After the necessary information and reports are prepared, the application can be submitted through the applicable BIS process.
6. Factory Assessment
Where required, BIS may assess the manufacturing facility to verify production capabilities, testing arrangements, quality-control procedures, and other relevant requirements.
7. Address Observations
If BIS identifies any shortcomings or requests additional information, the applicant must respond appropriately.
8. Grant of License
Once the applicable requirements are satisfied, BIS may grant the license, allowing the manufacturer to use the ISI Standard Mark under the applicable conditions.
What Documents Are Needed for BIS ISI Certification?
Which documents should a manufacturer prepare?
The exact documentation depends on the product and certification requirements. Common documents may include:
Company registration documents
Factory address and ownership documents
Manufacturing process details
Product specifications
Details of machinery and equipment
Quality-control information
Testing facility details
Test reports
Raw material information
Technical drawings, where applicable
Authorized signatory documents
Brand or trademark-related documents
A professional BIS ISI Certification in India consultant can review the documentation before submission and help identify missing information.
How Long Does BIS ISI Certification Take?
How quickly can you obtain certification?
There is no single fixed timeline applicable to every product. The duration can depend on the applicable standard, testing requirements, factory readiness, documentation, inspection requirements, and BIS processing.
Delays may occur when test reports are incomplete, documents contain inconsistencies, the manufacturing facility is not prepared, or observations are not addressed properly.
Preparing the application correctly from the beginning can help reduce avoidable delays.
What Factors Affect the Cost of BIS ISI Certification?
How much does BIS certification cost?
The overall cost can vary according to the product, applicable Indian Standard, testing requirements, number of products or variants, inspection requirements, and other applicable BIS charges.
A consultant's professional fee is separate from statutory fees, testing charges, and other expenses.
For this reason, businesses should obtain a product-specific cost estimate instead of relying on a generic certification price.
Can Importers Obtain ISI Certification?
Can an importer simply apply for an ISI license?
In many cases, the BIS licensing framework is associated with the manufacturer and manufacturing premises rather than simply the importer. The applicable route depends on the product and regulatory requirement.
Importers should therefore identify the actual manufacturer and determine the appropriate BIS compliance mechanism before bringing regulated products into India.
Can Foreign Manufacturers Get BIS Certification?
What if the manufacturer is located outside India?
Foreign manufacturers may need to follow the applicable BIS scheme for overseas manufacturing facilities. Depending on the product and applicable requirements, this may involve the Foreign Manufacturers Certification Scheme (FMCS) or another relevant BIS mechanism.
Foreign businesses should check the current requirements before beginning the application because documentation, representative requirements, testing, and factory assessment can differ from domestic applications.
What Are the Common Mistakes During BIS Certification?
Why do some applications face unnecessary delays?
Several avoidable mistakes can affect the certification process:
Selecting the wrong Indian Standard
Submitting incomplete documents
Using unsuitable test reports
Providing inconsistent company information
Not preparing the factory for assessment
Ignoring quality-control requirements
Delaying responses to BIS observations
Applying without checking the latest applicable requirements
Working with an experienced BIS Consultant can help businesses identify these issues before they affect the application.
