BIS Certification vs BIS ISI Certification

If you've spent even an hour researching product compliance in India, you've probably run into this confusion: is BIS Certification the same thing as BIS ISI Certification, or are they two different animals? You're not alone. This one mix-up sends more shipments into customs limbo, wastes more lab fees, and delays more product launches than almost any other compliance error we see at UMSPCS.

Here's the short version before we go deep: BIS Certification is the umbrella term for every scheme the Bureau of Indian Standards runs. BIS ISI Certification is just one specific scheme    under that umbrella — the one that gives you the right to stamp the familiar ISI mark on your product. Once you understand that relationship, the rest of the confusion (CRS, FMCS, and where your product actually fits) starts to make sense.

Let's break it down properly, the way we'd explain it to a client sitting across the table from us.

What Is BIS Certification, Really?

The Bureau of Indian Standards (BIS) is the national body under India's Ministry of Consumer Affairs, Food and Public Distribution. Its job is to set quality benchmarks — called Indian Standards or IS codes — and make sure products sold in India actually meet them.

"BIS Certification" isn't one single certificate. It's a family of schemes, and each one exists for a different category of product or manufacturer:

• ISI Mark Certification (Scheme-I) — for domestic manufacturers of items under mandatory Quality Control Orders (QCOs): steel, cement, LPG cylinders, packaged drinking water, electrical appliances, and more.

• CRS – Compulsory Registration Scheme (Scheme-II) — for electronics and IT hardware: laptops, mobile chargers, power banks, LED lights, smart devices.

• FMCS – Foreign Manufacturers Certification Scheme — the route foreign factories use to get the ISI mark on non-electronic products they export to India.

So when someone asks "do I need BIS Certification?" the honest answer is: it depends on which scheme applies to your product. That's the whole point of this article.

BIS ISI Certification: The Original Quality Mark

ISI Certification is the oldest and most recognised of the three. It's the triangular mark you've seen on gas cylinders, helmets, cement bags, and kitchen appliances your whole life. It signals that a product has gone through:

1. Product testing against the relevant Indian Standard

2. A factory inspection by BIS officials

3. An audit of the manufacturer's internal quality control system

4. Ongoing surveillance even after the licence is granted

ISI Certification applies to Indian manufacturers directly, and to overseas manufacturers through the FMCS route. It's not a one-time stamp and forget — BIS keeps checking in with periodic inspections and sample testing, so the mark actually means something on the shelf.

Where CRS Fits In (And Why People Confuse It With ISI)

CRS was introduced separately, under MeitY's push to regulate electronics and IT products, and BIS administers it. The confusion happens because both schemes are run by the same body and both end with a product being legally allowed in the Indian market. But the mechanics are different:

• CRS relies heavily on lab test reports from BIS-recognised or NABL labs, plus a self-declaration of conformity.

• There's usually no mandatory factory inspection for CRS the way there is for ISI.

• Timelines are shorter — often 20 to 30 days once testing is complete, compared to months for ISI or FMCS.

If your product is a laptop, a mobile charger, or an LED bulb, you're almost certainly looking at BIS CRS Registration, not ISI. Filing under the wrong scheme is one of the most common (and costly) mistakes we correct for clients at UMSPCS every month.

FMCS: The Foreign Manufacturer's Path to the ISI Mark

FMCS isn't a separate mark. It's the route a factory outside India takes to earn the ISI mark for non-electronic products — think cement, steel, valves, pressure cookers, household appliances. The process is more involved because it crosses borders:

• An Authorised Indian Representative (AIR) must be appointed to liaise with BIS on the manufacturer's behalf.

• BIS officers conduct a physical factory audit overseas.

• Testing happens in BIS-approved labs or under BIS supervision in-house.

• Licences are typically valid for a year and renewable.

Getting a good FMCS Consultant on your side early matters here, because a single missed document or a factory that isn't inspection-ready can push your timeline out by months.

Think of it this way: asking "BIS or ISI, which do I need?" is a bit like asking "car or Toyota, which should I buy?" ISI is a type of BIS certification, not a competitor to it.

Why Getting This Wrong Actually Costs Money

We've seen real consequences when businesses guess instead of verify:

• Shipments held at ports because the wrong scheme's documentation doesn't match customs requirements

• Lab testing paid for twice — once under the wrong scheme, once under the right one

• Licence applications rejected outright because a QCO-mandated product simply cannot be filed under CRS

• Months lost on a launch timeline that then delays retail listings, tenders, and e-commerce approvals

None of this is because businesses are careless. Most founders and export managers simply haven't been told, clearly, which scheme governs their specific HSN code or product category. That's usually where a conversation with a BIS ISI Consultant saves far more than it costs.

How UMSPCS Helps You Get It Right the First Time

At UMSPCS, we've handled certification files across ISI, CRS, and FMCS for manufacturers big and small, and the pattern is always the same — the businesses that come to us early, before filing anything, save the most time and money. Here's what our process actually looks   like:

1. Scheme identification — we map your product's HSN code and specifications against current QCOs to confirm whether you need ISI, CRS, or FMCS.

2. Documentation and lab coordination — we prepare the technical file and coordinate testing at BIS-recognised or NABL labs so there's no back-and-forth later.

3. Application filing — we manage the BIS portal submission end to end, so nothing gets stuck on a technicality.

4. Factory inspection support — for ISI and FMCS, we prepare your unit and your team for the BIS audit itself.

5. Licence issuance and renewal tracking — once you're certified, we keep track of renewal dates and surveillance audits so you're never caught off guard.

If you're weighing the BIS CRS Consultant fee against doing it in-house, remember the fee is almost always smaller than the cost of a rejected application or a detained shipment. Our clients typically recover that cost within the first shipment cycle.

Frequently Asked Questions

1. Is BIS Certification the same as ISI Certification?

No. BIS Certification is the overall regulatory framework run by the Bureau of Indian Standards. ISI Certification is one scheme within that framework, specifically for products under mandatory Quality Control Orders.

2. How do I know if my product needs CRS or ISI?

It depends on the product category. Electronics and IT hardware generally fall under CRS, while items like cement, steel, and household appliances fall under ISI. A quick check against the current QCO list — or a call with a BIS ISI Consultant — will confirm it in minutes.

3. What is the BIS ISI Process in simple terms?

Apply through the BIS portal, submit your product for testing at an approved lab, undergo a factory inspection, and once your quality system checks out, BIS issues your manufacturing licence, and you can use the ISI mark.

4. How long does BIS CRS Registration take?

Usually 20 to 30 days once your lab testing is complete, since CRS doesn't typically require a factory inspection.

5. What does a BIS CRS Consultant fee usually cover?

It generally covers scheme identification, documentation, lab coordination, portal filing, and follow-up with BIS until the registration is granted. Fees vary based on product complexity and the number of models being registered.

6. Can a foreign manufacturer get the ISI mark directly?

Not directly — they go through FMCS, which requires appointing an Authorised Indian Representative and undergoing a factory audit by BIS officials in their home country.

7. What happens if I file under the wrong BIS scheme?

Your application can be rejected outright, your shipment can be held at customs, and you'll likely have to redo testing and documentation under the correct scheme — losing both time and money.

Conclusion

BIS Certification and BIS ISI Certification aren't rivals — one is the system, the other is a scheme inside it. What actually matters is figuring out, before you file anything, which scheme your product falls under. That single decision determines your timeline, your budget, and whether your shipment clears customs without drama.

If you'd rather not gamble on that decision, UMSPCS works with manufacturers and importers every day to identify the right scheme, manage the paperwork, and get certification issued without the usual back-and-forth. Reach out before you file, not after.
