BIS ISI Registration: A Practical Guide for Indian Manufacturers

If you make anything that ends up in someone’s home, on a construction site, or on a road, there’s a decent chance it needs an ISI mark. That small logo is more than decoration. For many products, you can’t legally manufacture or sell them in India without it.

Here’s how BIS ISI registration works, what it takes, and where businesses usually get stuck.

What Is ISI Registration?

The Bureau of Indian Standards (BIS) is the national standards organisation of India. The ISI marking signifies to consumers that the particular product has conformed to the Indian Standard (IS). It entails getting a BIS license via the product certification scheme, which operates under the provisions of the BIS Act, 2016.

There is a common misunderstanding regarding the difference between ISI certification and CRS (Compulsory Registration Scheme). The CRS includes items like many electronic and IT products. ISI certification involves a licensing scheme with factory inspection, whereas CRS is registration under the “Standard Mark.”

Who Needs It?

Any manufacturer whose product falls under a Quality Control Order (QCO) issued by the government. The list includes items such as cement, steel products, packaged drinking water, electrical wiring accessories, helmets, pressure cookers, LPG cylinders, and many more. The list keeps changing as new QCOs come out, so always check the current notification for your product.

Foreign manufacturers exporting to India can apply too, through the Foreign Manufacturers Certification Scheme (FMCS).

Why It Matters

Firstly, it has to do with the law. Not having the ISI mark on a notified item can result in a fine as per the BIS Act, where a fine of ₹2 lakh will have to be paid, along with up to two years of imprisonment.

However, there is also a commercial aspect to it. ISI certification is something that many dealers, government organisations, and tenders require beforehand. The customer too recognises the mark. This could be the one factor that gets you into an opportunity that has been closed before now.

Documents You’ll Typically Need

Requirements vary by product, but most applications include:

• Business registration proof (company incorporation, partnership deed, or proprietorship papers)

• GST registration and PAN

• Factory address proof and ownership or lease papers

• Layout plan of the factory

• List of machinery and testing equipment

• Details of raw materials and the manufacturing process

• Authorised signatory details and ID proof

• Test reports, where applicable

Keep these clean and consistent. Mismatched addresses or names across documents are one of the most common reasons for queries from BIS.

The Registration Process, Step by Step

1. Identify the standard. Find the Indian Standard that applies to your product and confirm it’s under compulsory certification.

2. Set up testing capability. BIS expects you to have in-house testing facilities for most routine tests. Some tests can be done at a recognised outside lab.

3. Apply online. Applications are filed through the BIS Manak Online portal, with the application fee and your documents uploaded.

4. Application review. A BIS officer checks your paperwork and may raise queries.

5. Factory inspection. A BIS inspector visits your plant, reviews your process and quality control system, and draws product samples.

6. Sample testing. Samples go to a BIS-recognised lab. They must pass against the standard.

7. Grant of licence. Once everything clears, BIS grants the licence, and you can begin using the ISI mark on your products as per the marking fee and conditions.

Timelines depend on your readiness, the product, and how quickly queries are answered. A well-prepared application moves much faster than a rushed one.

Common Mistakes to Avoid

A lot of candidates waste their time due to avoidable problems. Applying under the wrong category, lack of adequate testing equipment during the time of inspection, submission of poorly written papers and neglecting the licence issued are the three major mistakes. Neglecting a licence after its issuance will mean you have to discontinue the use of the mark.

How UMSPCS Can Help

Handling BIS paperwork along with managing the factory is a tiring process. We at UMSPCS assist your business in identifying the relevant certificate that you require, arrange for the documentation, and then facilitate the application process along with BIS follow-ups so that you are free to produce without worrying about portal errors. All you need to do is have a discussion about your product.

Frequently Asked Questions

1. Is ISI certification mandatory for every product?
No. It’s mandatory only for products covered under a Quality Control Order. For others, it’s voluntary, though it still builds buyer trust.

2. How long does ISI registration take?
It varies. A few months is common, but it depends on how prepared you are, the product type, and how quickly inspection and testing are completed.

3. How long is an ISI licence valid?
Licences are granted for a fixed period, usually one to five years, and must be renewed before expiry.

4. Can a foreign manufacturer get ISI certification?
Yes. Overseas manufacturers can apply under the Foreign Manufacturers Certification Scheme (FMCS).

5. What’s the difference between ISI and CRS?
ISI involves a licence, factory inspection, and the ISI mark. CRS is a registration for notified electronics and IT products, with a different logo and process.

6. What happens if I sell a notified product without an ISI mark?
You may face penalties under the BIS Act, 2016, including fines and possible imprisonment, along with seizure of goods.

7. Can I use the ISI mark before getting the licence?
No. Using the mark without a valid licence is an offence.
