Imagine that you've been working for several months on developing a new router, buying parts, testing for quality, and finding distributors. Your product is going to be launched in India – one of the countries with the largest growth rates of the telecom market. What happens? The customs stop your shipment. Why? Because your product lacks TEC certification.
This scenario is quite common and can easily be avoided. If you produce, import, and/or distribute telecom equipment in India (routers, modems, set-top boxes, IoT gateways, IP cameras, or 5G technology products), then TEC certification is not an option for you, but a requirement. At UMSPCS, we have experience in handling this process for companies of all sizes, which is why we would like to give you details about TEC certification in our next article.
What Exactly Is TEC Certification?
The acronym TEC represents the Telecommunication Engineering Centre, the technical wing of the DoT of India. The certificate issued under TEC is the Mandatory Testing & Certification of Telecom Equipment (MTCTE) Scheme, and it verifies that a telecom equipment item has successfully passed tests in line with the Indian standard for safety, network compatibility, security, and radio frequency.
In simple terms, no telecom device is allowed for sales, importation, or interconnection with any Indian network unless it has a valid TEC Certificate of Conformity. This legal obligation emanates from the Indian Telegraph (Amendment) Rules, 2017, and has subsequently been supported by the Telecommunications Act framework.
Why Was TEC Certification Introduced?
Telecommunications networks constitute the foundation for the digital economy of any nation. One small issue related to non-conformity with safety standards by the device – interference with signals, compromising confidential data or overheating because of faulty design – may have wide implications on the entire network. This is what TEC certification tries to avoid.
Network protection — equipment won't degrade the performance of India's telecom infrastructure when connected.
User safety — devices meet electrical and mechanical safety benchmarks.
Controlled RF emissions — radio frequency output stays within safe, regulated limits.
Regulatory alignment — products comply with both Indian and relevant international standards.
Today, MTCTE Certification covers dozens of product categories and continues to expand as new device types enter the market, from smart home gadgets to advanced networking equipment.
Who Actually Needs It?
If your business falls into any of these categories, TEC certification applies to you:
Manufacturers producing telecom hardware for the Indian market
Importers bringing in routers, modems, ONTs, or networking devices
Distributors and resellers of telecom and IoT equipment
Foreign companies selling into India (who must appoint an Authorised Indian Representative, or AIR, to manage the process locally)
Skipping this step isn't just risky — it's a fast track to shipment delays, customs detention, financial penalties, and reputational damage with Indian partners and customers.
The TEC Certification Process, Step by Step
Getting certified can feel overwhelming if you're doing it alone, but broken down, it follows a fairly clear path:
Register on the MTCTE Portal — Create a company profile with all relevant business and product details.
Prepare Technical Documentation — This includes your Bill of Materials (BOM), product specifications, and compliance declarations.
Submit Your Application — File your application for the specific product category through the portal.
Lab Testing — Your device is tested at a TEC-designated laboratory against the applicable Essential Requirements.
Review and Evaluation — TEC reviews the test reports for conformity.
Certificate Issuance — Once approved, you receive your Certificate of Conformity, along with a unique identification number that must be marked on the product.
Fee Payment — Applicable government and testing fees are paid at various stages of the process.
Easy to say, difficult to do. And that’s why paperwork mistakes, insufficient technical information, and lack of knowledge about the lab’s standards are the main obstacles to approval. That’s precisely when cooperation with a professional company such as UMSPCS helps businesses save weeks or even months of negotiations.
Common Roadblocks Businesses Face
Incomplete or incorrect documentation — a leading cause of rejected or delayed applications.
Unfamiliarity with lab-specific testing protocols — different product categories have different technical benchmarks.
Confusion around the Authorised Indian Representative requirement for overseas manufacturers.
Underestimating certificate validity and renewal timelines, which can catch businesses off guard mid-operation.
Why Partner with UMSPCS?
Not every company’s expertise lies in navigating the technicalities of the government website, technical standards, and regulations. That is why we are here to help. (UMSPCS) assists in obtaining TEC/MTCTE certification for any product by taking care of all the required documentation, lab testing, application submission, and more. It is that easy.
Conclusion
The process of getting TEC-certified is not merely a tick-the-box affair but acts as your product’s passport to access the biggest and most dynamic telecommunication market in the world. Considering that the Indian government is ramping up its efforts to regulate 5G, IoT devices and other connected products, compliance with all the regulations is no longer a choice but rather an advantage for companies seeking to gain a competitive edge. Those who consider certification as a key strategic step, rather than something done last minute, will save money and time while earning the trust of their customers and partners.
Frequently Asked Questions
Q1: Is TEC certification mandatory for all telecom products in India?
Yes. Any notified telecommunications equipment must have a valid Certificate of Conformity before it can be imported, sold, or connected to an Indian network.
Q2: How long does the TEC certification process take?
Timelines vary by product category and lab availability, but incomplete documentation is the most common cause of delays. Working with experts like UMSPCS helps streamline the timeline.
Q3: Do foreign manufacturers need a local representative?
Yes. Overseas manufacturers must appoint an Authorised Indian Representative (AIR) to manage the certification process on their behalf.
Q4: What happens if I sell equipment without TEC certification?
Non-compliant products risk customs detention, import rejection, financial penalties, and potential legal consequences under Indian telecom regulations.
Q5: Does TEC certification expire?
Yes, certificates have a validity period depending on the product category, after which renewal is required to continue legal sale or use.
Q6: Can UMSPCS help with the entire certification process?
Absolutely. UMSPCS assists with documentation, application filing, lab coordination, and end-to-end support to make TEC certification smooth and hassle-free.
