Abilities require your character to have achieved a certain rank or tier to be able to learn them, and almost all of them cost Fragments to learn. This includes things like Haki, Awakening, and other things that are learned and not given. There are several abilities that are considered starter, and those can be attained using the 3 Rank Fragments that you start with should you choose to do so.

Cyborgs pay fragments per enhancement. An enhancement is defined as something that allows your cyborg part do more than what a natural human counterpart is capable of.
Bob has one robot arm. His robot arm includes 1) a grappling hook, 2) a stun gun, 3) a hidden blade. This counts as 3 enhancements and costs 3 RF.
John's entire body from neck-down is robotic, which gives him better physical defense. However, he is still susceptible to most things a human body is, including heat, cold, and poison gas. This counts as 1 enhancement and costs 1 RF.
Hints of Haki includes breaking or cutting steel.
Uncontrolled Conqueror's Haki can only be used once per arc.
Rokushiki includes all self-made variants of the same techniques, e.g. Luffy's speed in Gear Second (Soru), Sanji's Sky Walk (Geppo), Zoro's air slashes (Rankyaku). You have to purchase the associated technique if you would like your character to perform the same feats, although you are free to name it however you wish in your character's profile.
Basic Rokushiki includes all the basic techniques: Geppo, Tekkai, Rankyaku, Soru, Shigan, and Kami-e.
Advanced Rokushiki includes all advanced techniques (e.g. Blue Walk, Tobu Shigan, Rankyaku variants, Seimei Kikan).
To perform combination techniques (e.g. Kamisori, Tekkai Kenpo), you need to have purchased all the associated prerequisites.
For example, you need to have bought both Advanced Geppo and Advanced Soru for a total of 4 fragments to perform Kamisori.
Sulong can only be purchased by minks and half-minks.
Sulong can only be used once per arc. It is extremely dangerous and drastically shortens the user's lifespan.
Uncontrolled Sulong will kill the user after a single night's use, and controlled Sulong lasts for only a few minutes before the character passes out from exhaustion.
