School Planning and Reporting

Our school charter details our aims for the school, and our proposed methods for achieving them. Its ultimate aim is to provide the best learning outcomes for each student.

The board of trustees develops the charter as its major policy statement and the guiding document for the school. It contains detailed information about:

  • our values and vision

  • our commitment to the principles of the Treaty of Waitangi

  • our strategic plan: aims, objectives and priorities, and our annual/action plan

  • our long-term, and annual, targets and goals.

The board is responsible, with the principal, for developing the charter. The principal, as manager of the school, is responsible for implementing it.

The board consults with the Māori community when preparing or amending the charter, in accordance with the principles of the Treaty of Waitangi and legal requirements under the Education Act 1989.

Strategic Plan

Our strategic plan, developed by the board with the principal and teaching staff, is embedded in the charter. The strategic plan covers curriculum, assessment, and professional development, and sets annual targets for student achievement. Student achievement data is reported to the board of trustees and the Ministry of Education as a Statement of Variance in the annual report each year as part of the school's self-review schedule.. The Statement of Variance includes school-level data under three headings:

  • School strengths and identified areas for improvement

  • The basis for identifying areas for improvement

  • Planned actions for lifting achievement.

The data will also show the numbers and proportions of students at, above, below, and well below expectation, including by Māori, Pasifika, and gender (where this this does not breach an individual’s privacy), and students' progress over time.

Reporting to Parents on Student Progress and Achievement

The school formally reports to parents in plain language in a variety of ways, including:

  • a 'Meet the Teacher' time in term 1, as appropriate

  • sending a written report home at the end of terms 2 and 4. The report is a summary of student achievement, especially in numeracy and literacy, and the Gorge Road values.

  • holding 3-way learning conferences and goal-setting following term 2 reporting

Parents and teachers will make contact as soon as practicable about learning or behaviour issues &/or successes. This contact may be in person, by phone or email or other appropriate methods.

Reporting to BOT on Student Progress and Achievement

Giving priority to reporting in Literacy and Numeracy, the principal will regularly report to the BOT to identify students who-

  • are not achieving at cohort level (either above or below)

  • are at risk of not achieving

  • have special needs or special abilities

The principal will analyse the data for Maori (& Pasifika) students, and for gender, looking for trends and patterns.

This will only be possible when this does not identify individual students.


The reporting will identify strengths/ weaknesses in curriculum delivery, and next steps for Teachers, pupils and BOT.

This could involve purchase of resources, investment in Professional Development, additional staffing...
