Risk management and safety action plans help identify the possible risks and hazards involved in the event, and the steps taken to minimise them. They are important planning documents that ensure the appropriate safety strategies and supervision exist, and that the proposed activity is suitable for the intended participants.
A safety action plan (SAP) is suitable for simple day trips where some risk management is required.
Hazardous or overnight events require a Risk Analysis and Management System (RAMS). A RAMS provided by the venue can be used as long as it is reviewed and adjusted to meet student or special school needs, the environmental situation, etc.
The teacher in charge of an event must make sure that:
adequate supervision is arranged
all staff have a copy of the risk management plan and take it with them
appropriate equipment for emergency evacuation and first aid is available at, and en route to, all events. This equipment could include cell phone, first aid kit, etc.
evacuation and safety procedures are established and addressed for each camp venue, and practised, where possible.
At swimming, river and beach activities there must be a person supervising the whole event.
The purpose of these forms is to assist in providing the right care for each participant, specifically to provide optimal staffing levels, meet the specific needs of participants, and maximise the event's educational value. They are also required to comply with the school's health and safety requirements.
Every participant, including attending adults , whether they are staff or volunteer helpers, must complete one of these forms. The student's parent or caregiver fills in their form.
All events must be led by staff who are appropriately trained and competent in those areas. Competency can be measured by experience and/or qualifications. Staff have the right to say no to taking an event.
Parents, contractors, volunteers, and student leaders must be checked for their suitability to work with children and adults.
On overnight trips, a minimum of two staff members or approved volunteers must be on site at all times.
No adults (i.e. staff, instructors, visitors, or parent volunteers) participating in an EOTC activity may consume alcohol, illegal drugs, or other harmful substances. The Smokefree policy applies to all school activities. No adults may smoke while supervising children.
The supervision ratio is established as part of the RAMS.
Usual adult:student ratios- 1:8 senior school (Y4-8) 1:6 junior school (Y1-3)
1:4 in the bush, or a water activity
The teacher in charge determines the ratio based on the following considerations:
the competence of the staff, including volunteer assistants and student leaders
first aid cover
gender, age, behaviour and ability of students
any special needs of students (medical, educational)
the duration and the nature of the activity – for example, whether it is land-based or water-based
the nature of the site, and its remoteness
access to emergency services
