Abstract
This paper empirically analyses an effect of homeownership on wealth accumulation by income strata in order to provide a criterion to evaluate two different approaches to cope with housing problems of low-income households: to support a stable tenant status or to promote homeownership. Both regression and panel analyses based upon Korean Labor and Income Panel Study (KLIPS) data show that homeownership significantly contributes to wealth accumulation throughout all income strata, including the lowest stratum. It is also found that homeownership is the only feasible means of wealth accumulation for low-income households. Based upon the results, it is recommended that the Korean housing policy need to focus more on enhancing the accessibility to homeownership for low-income households.
저소득층 주거문제의 해결방식은 크게 임차를 지원하는 방식과 자가소유를 지원하는 방식으로 구분할 수 있다. 이 중 어떠한 방식을 선택하는지는 나라나 시기에 따라 차이를 보이는데, 최근 일부 국가에서는 저소득층의 자산을 효과적으로 증가시킬 수 있는 수단으로서 자가소유가 촉진되고 있다. 본 연구는 자가소유가 저소득가구의 자산증대에 기여하는 정도를 실증분석함으로써, 과연 저소득가구의 자산축적 관점에서 볼 때 국내에서 자가소유를 지원하는 것이 적절한 정책대안이 될 수 있는지를 가늠하는데 그 목적이 있다.
가구패널자료인 KLIPS를 이용, 자가소유기간이 가구의 순자산 변화 및 규모에 미치는 영향을 분석한 결과, 국내에서 자가소유는 고소득가구뿐만 아니라 저소득가구에게도 자산축적의 기회를 효과적으로 제공하고 있음을 알 수 있다. 초기 자산규모를 고려한 연간 자산증대 효과에 있어서는 오히려 저소득가구가 자가소유에 따른 혜택을 상대적으로 더 많이 받고 있는 것으로 나타난다. 나아가 금융자산 등 다양한 자산증식수단을 가진 고소득가구와 달리 저소득층에 있어 자산축적의 수단은 자가소유로 한정되어 있다는 사실 또한 발견된다. 이와 같은 결과에 기초할 때, 우리나라의 주택정책은 향후 자가에 대한 저소득가구의 접근성을 개선하는데 보다 더 많은 노력을 기울여야 할 것으로 판단된다.
