Abstract
The Until 2000, Portland was a well-planned and livable city in Oregon. However, as of 2020, it has grown to be the best food city in US. This paper investigates the factors behind this transformation. The first factor is the growth management policies of Oregon from 1960s. It introduced cutting-edge ideas such as the Urban Growth Boundary, the Beach Bill and the Willamette River Greenway. These policies have protected not only the environment of the state, but also the industry of agriculture, dairy, fishing and foresty. The decisions have made Portland being surrounded by the bounty of fresh and quality local products. The second factor is the strong demand for local foods among residents. The Portland Farmers Market provides consumers a valuable venue to meet local farmers directly. They can confirm their producing methods, ownership and even the philosophy. The regional supermarkets exert great efforts to collect and sale local products. The restaurants and even fast-food restaurants are trying to use local foods. The third factor is the business ecosystem in Portland. Startup businesss can test the marketability of their ideas by food cart pilots. It is common in Portland that businesses are helping each other based on the similar value orientation and social mission.
