Abstract
During the redevelopment of a deteriorated industrial district, certain businesses are selected to be relocated out of the district. Previously, these businesses have been chosen using physical, environmental, and economic criteria. This approach, however, does not take into account the costs and benefits experienced by the individual business. This paper stems from the assumption that the individual business best understands its own costs and benefits, and therefore should have a say in the selection process. Based on the analysis of the survey, the will of individual firms often does not match the external criteria, and even sometimes stands to the opposite: the more emphasized the external conditions, the greater the possibility of expelling firms which need to stay.
산업단지 재생을 위해 다른 지역으로 이전하여야 할 업체를 선정하기 위해 기존에는 물리적, 환경적 및 경제적 기준이 사용되어 왔다. 여기에는 어떤 업체가 이전에 적합한지 여부를 제3자가 객관적이자 합리적으로 판단할 수 있다는 믿음이 존재한다. 이에 본 연구는 이전의 적합성은 그 누구보다 해당 업체가 가장 잘 판단할 수 있으며, 따라서 개별 업체가 이전 및 존치에 대해 갖는 의사가 이전적합성 평가의 기준이 되어야 한다는 판단에서 시작된다. 업체 설문에 대한 이변수 및 이항로짓분석결과에 따르면, 물리적, 환경적, 경제적 기준의 대부분은 업체의 자발적 이전의사와 일치하지 않으며, 심지어 이에 반하는 결과를 야기하기도 하였다. 이는 외부적으로 마련된 기준을 적용한다면 오히려 산업단지에 머무르고자 하는 업체들을 이전시키는 결론에 도달할 수 있음을 뜻한다. 실제 입주업체들 중 일부는 이전을 선호하며, 산업단지에 대해서도 리모델링 수준을 넘는 재생사업 추진을 요청하고 있음을 감안하면, 업체의 자발적 의사에 기초하여 이전대상업체를 선정하는 것이 재생의 사업시행 측면이나 사업효과 측면에서 보다 바람직할 수 있다.
