Journal to Excellence: work on it all year
-Don't be discouraged by long list
-We want to recognize good programs
-You can turn in paperwork as soon as it is completed

Fall Camporee
-Oct 20-22. Info in Troop boxes. 60th anniversary of Jamboree on the air. Will work on radio merit badge (have possibility to completely earn it during the jamboree). Will make homemade antennae and go on a fox hunt. Registration is $10. Patch is from national—first 100 to sign up are guaranteed a patch. Located at OEC. Can come for Saturday only—but still need to register. Not recommended for Webelos II because all geared toward merit badge (they won't earn merit badge)—although they can come if Troop chooses. Will have a spring Big Idea (being planned). Bring a compass.
LEGOs event
-Sara (from Speedway Motors Museum of American Speed). Oct 21 or Oct 22. 2-5:30 pm. Open touring of museum. Adult Lego User Group will have detailed lego creations. Each family gets a car kit to build. Can get modification pieces to become fastest. Have 24 foot long ramp with timer. Get to race against another families car. Will be a LEGO trophy for fastest. Family ticket is $40 (includes 2 adults and up to 5 kids—Don't need to be related). Get to take home LEGO kit in addition goody bag and possible drawing winnings. First family event. Need to pre-register; could fill up.
Popcorn Sales are going well.
-End is 13th and 14th of October. Looking for volunteers to help at council.

-Saturday, Oct 28: Leader specific training is available. Scouts with disabilities training (ADHD, autism) is available. If interested in Committee Leader training, let Mary Lee know.
-Oct 14, 8am to Noon: Fundamentals of Training will be taught by Karen during the day. Teaches you how to be a good trainer. No cost, but register online.
-Next BALOO training will be sometime in the spring. Will be outdoor overnight.

-Who does the money belong to from popcorn sales? The charter organization.
-How does a Webelos II benefit from popcorn sales?
-When can a scout where a uniform for a service project? Not for Salvation Army bell ringing because it is in support of Salvation Army. Scouts where uniforms only to benefit Boy Scouts.
-Scout accounts (money is ear-marked to boy). Legal or not? IRS is a little vague. Key is how that money is used. All money is to benefit troop or pack. Can't promise money earned to boy. Key is the intent—needs to be to help that scout participant in a scouting event.
-Good Example: Troop takes 10% to fund everyone. Scout pays less for camp because of the money he raised.
-For Webelos II: If same charter organization, can easily give money from pack to troop.
-For Webelos II crossing charter organization. Pack can give a check to the online OEC account for that boy to go to camp. Or pack go pay directly, but gets complicated to make that happen given way registration happens via website.
-NEVER write a check to a parent when a boys is leaving a unit or moving units. That will get you in trouble if audited.
-Can a pack pay crossover fees? Can't transfer money from a pack to a troop if in different charter organizations. Pack can pay council.
-Example: Boy moves from one Troop to another Troop. Can money follow him? No, can’t write a check to parents and can't write a check to another troop. Easiest thing is to put it into bylaws that money never follows a boy. Just have it stay with the unit. Good to have that set up before hand, because it can get nasty when there is a disagreement.
-Troop committee says want can be done with the money. All members of that committee is approved by the charter organization. If unit disbanded, all money resorts to the charter organization. So technically owned by charter organization, but decisions made by troop or pack committee.
-Boy scout who turns 18 that has raised a lot of money. Cannot write a check to the boy. But can buy a new uniform for him, or something that promotes scouting.
-What is incentive for Webelos II to sell? You can transfer to council for his summer camp costs.
-Technically, all money has to be able to flexed and used for benefit of troop. In other words, never exclusive to a boy.
-Good example: Troop takes 15% of popcorn sales to cover camping. Earmark 16% for each scout to reduce their cost of going to camp. Money is always to support scouts and the whole troop.
-IRS have given examples of how not to use student non-profit organization money. Shouldn’t be all earmarked and guaranteed per boy.
-Other non-council fundraiser. Fill out financial request to do legal fundraising. Needs to be approved by the council. Form is online.
-Youth cannot sell fireworks. Charter organization can "own" fireworks stand. No scout uniforms or scout signs. No paperwork because charter organization is running fundraiser and giving money to troop. Can't say you are raising money for scouts.
-Cannot run raffle or chances as part of scouts. No gambling.
-Can put on a show. Can sell admission.
-If charter organization runs a private fundraiser with a closed audience, so that relationship is clear, than you can wear scout uniform. Can't were it in a public fundraiser that isn’t an official approved fundraiser for Boy Scouts.
-Two signatures recommended.
-Union Bank wanted to charge $50 a month
-Can get an EIN number under a charter organization (depending on rules of charter organization). Don't use SSN with bank.
-Boy Scouts is not tax exempt. Council is tax exempt, but units are tax exempt under their charter organization (if that charter organization is tax exempt). Religious organizations are sales tax exempt. But other organizations may differ.
-Can someone donate money to your troop and tax exempt it? Generally not. Would have to give to Council. Can give money to organization and declare as tax exempt. Or can give directly to troop and not declare it as tax exempt.
