Parameter Description: Gives the mean summer rain interception storage capacity in inches for each hru, using summer rain interception coefficients developed for the SAF-SRM classes of Landfire_evt by George Leavesley.
Methods:
For each pixel, srain_intcp = db_cover_density x db_landfire_evt.intcp_srain (note: all percentage values are converted to decimal numbers)
Calculate the averaged srain_intcp value for each HRU.
