Parents of students with disabilities have the right to bring requests to the IEP team, or they may share an outside evaluation report that includes specific recommendations. Parents also have the right to request an initial evaluation.

Schools have a federal "child find" obligation to locate and serve students with disabilities. Parent requests are part of "child find."

Parents must receive written notice whenever the district proposes or refuses to begin or change the identification, evaluation, or educational placement of a student or the provision of a FAPE to a student.
