DPALs are checklists that will remind you to send out a Notice of Team Meeting.
There are checklists for several types of meetings, including:
Annual IEP meetings
Full IEP team meetings where an amendment is discussed
Manifestation determination meetings
Meetings that result from repetitive use of restrictive procedures
When scheduling an IEP meeting, IDEA’s provisions regarding parent participation and notification in the IEP process state the following: “Each public agency must take steps to ensure that one or both of the parents of a child with a disability are present at each IEP meeting or are afforded the opportunity to participate…” §300.322(a)
This includes:
Notifying parents of the meeting early enough to ensure that they will have an opportunity to attend; and
Scheduling the meeting at a mutually agreed upon time and place.
A NOTM is used to inform the parent/guardian of the following:
The purpose, time and location of the meeting
Who will be attending the meeting
That parents and public agencies have the right to invite other people with knowledge or special expertise about the child
Any time the IEP is being discussed (services, accommodations, problem solving, etc), a Notice of Team Meeting should be created and sent.
Anytime the IEP team is convening, this is considered an IEP meeting, however the IEP meeting might have specific purposes and topics to be covered. Examples of how the purpose might be presented within the Notice of Team Meeting:
Annual IEP meeting
Initial IEP meeting
IEP meeting to discuss transitioning to new building
IEP meeting to discuss programming
IEP meeting to problem solve
Manifestation Determination
Conciliation
Your NOTM will be finalized before you send it, so you will create a new NOTM for the newly agreed on meeting date. Finalize this NOTM as well.
