What is an Abstract?
An abstract is a document, typically ranging from 3 to 5 pages, designed to substantiate NASA's responsible management of U.S. Government resources. It serves to verify the viability of the financial approach and confirms that the proposed partnership aligns with the Agency’s policies, strategic plan, and mission.
Who Do I Obtain Abstract Approval from?
The NASA Partnership Office (PO) within Headquarters (HQ) Mission Support Directorate (MSD) is responsible for coordinating and vetting abstracts of key information of proposed unclassified partnership opportunities which could have a significant impact on the Agency.
Steps Required Prior to Submitting an Abstract to the Headquarters Partnership Office:
Please note that abstracts require approval prior to negotiating or committing to any agreements with potential partners.
Generate an abstract in PAM and complete all questions.
Vet abstract through PAM with key stakeholders at Center, or for Headquarters initiated abstracts, within Headquarters.
All abstracts must be reviewed by the initiating Center's legal counsel prior to submission to the NASA Partnership Office. It is advisable to vet proposed activities with sponsoring Headquarters Mission Directorate in advance.
What Do I Do If I need a Classified Abstract?
For classified activities, Center reviews must be conducted by appropriately cleared individuals on the appropriate secure systems
When in doubt about whether an activity should be submitted using the classified system, Agreement Managers and initiators should contact Collin Hieger or Wendy Bateman.
