Agreement Managers (AMs) shepherd agreements to completion and are the gatekeepers of the agreement records found in the Partnership Agreement Maker (PAM) system.
Roles and Responsibilities:
Exact responsibilities may vary slightly from one organization to another, but in general, Agreement Managers are expected to:
Determine the practicability of each potential agreement by consulting with the Office of General Counsel (OGC), HQ, or Office of Chief Counsel (OCC), to determine the type of Agreement, appropriate legal authority and process, and objectives of the potential partnership.
Determine which NASA offices should be involved in the Agreement review and approval process.
Manage the draft, review, routing, approval and execution process of an Agreement in a timely manner.
Establish and execute a timeline for concluding the various steps in the Agreement process.
Answer questions about the Agreement Process for their home organization.
Respond to requests from other NASA personnel interested in information about a managed agreement.
Assist the Technical POC in collecting the pertinent information necessary to define the expectations of the parties entering into a partnership agreement.
Identify the NASA resources and funding, by engaging with the Technical Point of Contact, the Center Finance Office, and other appropriate NASA personnel.
Facilitate consistent and effective communication between various stakeholders for the agreement.
Where does the Agreements Community gather?
The Agreements Team gathers weekly on Monday's at 3 p.m. with Agreement Managers to review current agreements, discuss prospective agreements, and work through any issues and roadblocks.

For the Agency's recordkeeping requirements, Agreement Managers must upload the signed version of domestic unclassified partnership agreements and supporting documents to PAM within five business days of agreement signature.
Supporting documents such as, Estimated Price Reports (EPRs), Attachments, Detailed Technical Documents, and Letters are necessary for Agreement review by the Signing Official and should be included in PAM.
The Office of International and Interagency Relations (OIIR) serves in the role of the Agreement Manager for international agreements. OIIR will identify a point of contact at the Center or at NASA Headquarters to complete specific Agreement Manager tasks.
For classified agreements, OIIR is responsible for the NASA-wide preliminary review of proposed classified interagency agreements and for centralized tracking and coordination of classified interagency agreements (IAA).
