Project Acceptance Notice (PAN):
Allows DOE to start using the asset.
Any damages not identified on the Punch List (one of the PAN attachments) are assumed to be "new damages" caused by the DOE after they began using the asset again, not the contractor.
The second attachment on the PAN calls for most (but not all) documents to be submitted (they have not been submitted yet due to logistics). These include Hazmat, Permit Closures, Warranties, etc.
Without the date indicated on the PAN, the contractor would have no idea when to have their subs start the warranty period.
