The Procurement Code is written with the intent that award and contract issuance are synonymous.  We do not tender the contract immediately due to liability concerns if the matter is successfully protested.  Contract execution is after award as this is the period you have to address responsibility of offerors.  So for purposes of your question, our time for issuance of NTP is from notice of award and not contract execution.
