HAR 13-275 and 13-284 outline a 6-step review process: https://dlnr.hawaii.gov/shpd/hrs-6e-8-6e-42-review-process/
Please have the consultant use our DOE generic login to create the project in HICRIS, https://shpd.hawaii.gov/hicris/landing

Under "Contact Information", have them "Add A New Contact" for the PC and their own staff/subs involved. Set "Primary" to the prime consultant on the project, and all others would be considered secondary.
All project items should be filled in online and uploaded by the consultant. Use the "Save and Continue" button to keep the submission as a draft.
Concurrently a Word file cover letter should be prepared by the consultant. PC to route the cover letter internally for signature from our Facilities Director. Consultant to upload the signed cover letter when available.
Consultant to provide any applicable fees to SHPD, and make a subsequent request to DOE for reimbursement.
DOE PC to review the complete submission, and then click "Submit to SHPD" for review.
After the submission, the intent is to have the consultant use their own HICRIS account to track the review comments from SHPD.
If the consultants have any feedback on this process, please relay to Denise.
