In this week, I researched about the definition of Indigenous people and the situation in Greenland and Denmark. The definition of Indigenous people by Jose, R. Martinez Cobo is the most famous in the world, maybe. I saw the name sometimes. He was the Special Rapporteur (??) of the Sub-Commission on Prevention of Discrimination against Indigenous Population. And it is said that he was the first person who pointed out the fragility of Indigenous people. The Policy by Cobo was used in the Article 1 of No 169 of ILO in 1989. The definition can be divided in four parts, ‘apriority in time’, ‘the voluntary perpetuation of cultural distinctiveness’, ‘an experience of subjection, marginalization and dispossession’ and ‘self-identification as indigenous people’. Many countries use these points as the definition of indigenous people. The second part of this week’s research was Greenland issue. Greenland has one of the highest indigenous population rates. It has a great autonomy like Euskaldunak in Spain, last year I researched. The history of colonization started almost same time as the case of Ainu people, but the step was completely different. I tried to find the reason. I think biggest reason was that Denmark need more time to put Greenland under the control than Japan and Hokkaido situation. So there are many Kalaallisut speakers in Greenland.
