Cloning segments
Cloning a static segment will not carry over contacts to the new segment. Cloning a static segment is similar to creating a new segment. The cloning feature is more usefult in cloning dynamic segments as it helps to preserve the rules. To move contacts from a static segment to another we'd suggest using a campaign.

If a single rule has two tags in it, do they count as AND or OR?
They count as OR. A contact needs to have either Tag 1 or Tag 2 to end up on the segment.
