Introduction

Definition

Cybercrime comprises traditional offences (e.g. fraud, forgery and identity theft); content related offences (e.g. online distribution of child sexual abuse material, hate speech or incitement to commit acts of terrorism); and offences unique to computers and information systems (e.g. attacks against such systems, spread of malware, hacking to steal sensitive, personal or industry data and denial of service attacks to cause financial and/or reputational damage). Electronic devices are also used to sell and transfer all sorts of illicit goods and services, from illicit drugs to online child sexual abuse and exploitation materials to lists of stolen credit card numbers.

How to Report Cyber Crime or Threats

Where to Report Each Type of Cyber Crime to:

Illegal content: If you come across illegal content online, you can report it anonymously and in confidence to the Internet Service Providers Association (ISPAI) service at Hotline.ie.

Financial Transaction: You can dispute a transaction with your Bank or Credit Card Company if you did not authorise the transaction. Contact your Bank or Credit Card Company and request a chargeback. The Competition and Consumer Protection Commission has more information on chargebacks.

Fraud: If you have been the victim of fraudulent activity, you can report the matter to your local Garda station or to the Garda National Economic Crime Bureau (GNECB).

Personal Information: You can report a complaint about the use of your personal data to the Data Protection Commission using the online form.

Hotline.ie - Irish National Reporting Centre for Illegal Content Online

Hotline.ie is the Irish national reporting centre where members of the public can securely, anonymously, and confidentially report concerns in respect of illegal content online, especially child sexual abuse material (CSAM). The removal of child sexual abuse images and videos from the Internet is the core of our work.

Online content you should report to Hotline.ie

You can securely, anonymously and confidentially report:

  • Child sexual abuse material (images, video, text, non-photographic child sexual abuse content etc.)

  • Activities relating to the sexual exploitation of children e.g. child grooming

  • Racism & Xenophobia

  • Financial scams which purport to be Irish financial services or have Irish contact details or appear to have originated from Ireland

Hotline.ie only handles reports referring to suspected illegal content encountered online, urgent situations where persons may be in immediate danger should always be reported directly to An Garda Síochána.

To Protect yourself online always:

  • Know who you are dealing with - it is a legitimate business or site.

  • Be alert for suspicious behaviour - if it sounds too good to be true it probably is!

  • Protect your personal information - it is valuable and can be misused by criminals.

  • Protect your money- use trusted websites & a secure payment method like credit card or payment services like PayPal that offer a payment protection scheme BUT only on trusted websites.

  • Report any suspicious or illegal content that you encounter online.
